Head of Compliance/Compliance and Quality Assurance Manager

Organisation: IIMT Studies Ltd

Reporting to: Responsible Officer (with operational link to CEO/MD)

Location: United Kingdom (Office-based/Hybrid)

Contract Type: Full-time (or equivalent)

Role Purpose

The Head of Compliance/Compliance and Quality Assurance Manager is responsible for establishing, maintaining, and continuously improving the organisation’s compliance framework to ensure that IIMTS AB meets all requirements of Ofqual’s General Conditions of Recognition.

The role provides independent oversight of regulatory compliance, internal controls, risk management, and governance processes. The postholder ensures that all organisational activities, including qualification development, delivery, assessment, and awarding, are conducted in accordance with regulatory requirements, internal policies, and legal obligations.

The Head of Compliance operates independently of commercial and operational pressures and works closely with the Responsible Officer to safeguard the integrity of the awarding organisation.

Key Responsibilities

  • Design, implement, and maintain a comprehensive compliance framework that aligns with Ofqual’s Conditions of Recognition.
  • Ensure policies, procedures, and controls are effective, up to date, and consistently applied across the organisation.
  • Monitor compliance across all functions, including qualification development, centre operations, assessment processes, data management, and certification.
  • Identify areas of risk and implement corrective actions to ensure that compliance is maintained at all times.
  • Maintain the organisation’s Statement of Compliance and ensure it accurately reflects current practices.
  • Regularly review compliance against regulatory requirements and coordinate internal audits to assess effectiveness.
  • Manage regulatory risk by identifying, assessing, and mitigating risks, maintaining a risk register, and ensuring appropriate controls are in place.
  • Oversee the management of conflicts of interest, ensuring that conflicts are identified, recorded, and appropriately mitigated.
  • Ensure that data protection and confidentiality requirements are met, including compliance with GDPR and Ofqual requirements relating to secure handling of assessment materials and learner data.
  • Manage internal investigations into malpractice and maladministration, ensuring that cases are handled in a fair, consistent, and transparent manner.
  • Support the Responsible Officer in regulatory engagement, including responding to Ofqual queries, audits, and information requests.
  • Ensure that staff and relevant stakeholders are appropriately trained and aware of compliance requirements.

Regulatory Responsibilities

The Head of Compliance plays a central role in ensuring that IIMTS AB complies with:

  • Ofqual General Conditions of Recognition (particularly Conditions A, B, C, and G)
  • Internal governance and compliance policies
  • Legal and regulatory requirements, including data protection legislation

Key Working Relationships

  • Reports directly to the Responsible Officer
  • Works closely with:
    • The Responsible Officer
    • The Chief Executive Officer
    • The Head of Quality
    • The Head of Qualifications Development
    • The Head of Operations
    • External Quality Assurers and external auditors

Person Specification

Qualifications and Professional Background

  • Degree or equivalent professional qualification in law, compliance, education, governance, or a related field.
  • Professional qualification in compliance, audit, risk management, or data protection would be advantageous.
  • Substantial experience in compliance, governance, or regulatory roles within an awarding organisation, education provider, or similarly regulated environment.

Knowledge and Understanding

  • Strong knowledge of Ofqual’s General Conditions of Recognition and the regulatory framework for awarding organisations.
  • Clear understanding of governance, risk management, and internal control systems.
  • Knowledge of data protection legislation, including GDPR, and understanding of confidentiality requirements relating to assessment materials.
  • Understanding of the principles of fairness, transparency, and accountability in regulated environments.

  • Strong communication skills, enabling the ability to clearly explain regulatory requirements and provide guidance to staff and stakeholders.

  • Ability to challenge practices that do not meet regulatory requirements and ensure that compliance is prioritised over commercial or operational considerations.
  • Strong commitment to maintaining public and regulatory confidence in the organisation.

Desirable Experience

  • Experience of working with regulatory bodies, including Ofqual or equivalent organisations.
  • Experience of conducting internal audits, inspections, or compliance reviews.
  • Experience in managing malpractice or maladministration investigations.
