Quality Assurance & Compliance Manager
A large public sector organisation is currently recruiting for a Quality Assurance & Compliance Manager on a permanent basis within their Workforce Capability pillar and play a pivotal role in shaping the quality, consistency, and effectiveness of learning across the organisation.
Based in London, they will be offered on a hybrid working basis with 3 days on site per week required. You will also receive a significant civil service pension with 28.97% contribution by the employer annually as part of your package. Your annual leave will be 28 days + bank holidays rising to 33 days after 5 years of service.

The Role
- Lead the delivery of our organisation-wide Quality Assurance & Compliance Strategy, aligning it with professional standards and organisational priorities
- Manage and deliver the full observation cycle, using insights to elevate learning delivery.
- Collaborate closely with supervisors and team leaders to communicate QA findings, identify improvements, and promote best practice.
- Review, refine, and uphold the quality of course materials to ensure they remain current, engaging, and high-impact.
- Act as a subject matter expert in learning design, instructional best practice, and assessment methods.
- Design and deliver CPD programmes that strengthen capability and empower learning professionals.
- Oversee key governance and compliance processes, including external QA submissions, audits, and reports.
- Drive continuous improvement initiatives
- Provide strategic QA and compliance advice to senior leadership.
- Deliver training and briefings to embed a culture of quality and excellence.

About You
You’ll be someone who brings both expertise and influence—able to guide others, set standards, and foster a culture where quality comes first. You understand how adults learn, what effective learning looks like, and how to measure and improve impact. You’re collaborative, detail-oriented, and confident working with a range of stakeholders.
Knowledge & Expertise
- Strong understanding of adult learning and learner engagement.
- Deep knowledge of best practice in learning design and delivery (face-to-face & digital).
- Expertise in QA methodologies and L&D compliance frameworks.
- Familiarity with evaluation techniques and CPD frameworks.
- Awareness of innovations in learning technologies.

Skills
- Ability to give precise, constructive feedback.
- Excellent communication, collaboration, and stakeholder-management skills.
- Strong analytical/problem-solving ability with high attention to detail.
- Ability to facilitate CPD activities and manage multiple priorities effectively.
- Confident using digital tools to support QA and learning delivery.
Experience
- Significant QA and compliance experience
- Experience conducting QA audits and analysing/reporting findings.
- Proven ability to work with senior managers and implement action plans.
- Familiarity with professional/industry standards and regulatory frameworks.
- Experience in independent review of records, systems, and processes for compliance.
Qualifications
- Essential: Degree or equivalent experience.
- Essential: Relevant education/training qualification (e.g., Level 5 Diploma in Education & Training).
- Desirable: Assessor or internal quality assurance qualification (TAQA, CAVA, V1, etc.).
- Evidence of ongoing professional development.
