Quality and Compliance Manager

The Quality and Compliance Manager plays a pivotal role in ensuring the Bee Network operates safely, compliantly, and in line with all legal, regulatory, and organisational requirements.

Reporting to the Head of Health, Safety and Environment, the role leads TfGM’s safety compliance, assurance, audit, and investigation activities across bus, Metrolink, and infrastructure operations. The post holder will provide expert leadership on safety governance, risk management, and major incident investigation, while driving continuous improvement in safety performance and culture. Working closely with operators, regulators, and senior leaders, the role will ensure robust safety management systems are embedded and effective, helping to protect customers, employees, and stakeholders across the network.

Your Role

As Quality and Compliance Manager, you will play a leading role in helping shape and assure the safety of the Bee Network. You will oversee safety compliance, governance, audits, investigations, and assurance activities across bus, Metrolink, and infrastructure operations, ensuring TfGM and its operators meet the highest standards of safety performance. You will lead major incident investigations, identify opportunities for improvement, influence senior stakeholders, and work closely with regulators and operators to drive positive change. This is a highly visible role where you will use your expertise to strengthen safety culture, improve performance, and make a real difference to the safety of millions of customer journeys every year.

Who are we?

The Health, Safety and Environment (HSE) team is responsible for providing expert assurance, governance, and support across the Bee Network, covering bus, Metrolink, transport infrastructure, and TfGM’s wider operations. The team works closely with operators, contractors, regulators, and internal stakeholders to ensure safety risks are effectively managed, legal and regulatory requirements are met, and continuous improvement is embedded across the network. The team plays a vital role in protecting the safety of customers, employees, contractors, and communities across Greater Manchester.

What you’ll bring

The ideal candidate will have significant experience in health and safety management, compliance, assurance, auditing, and incident investigation within a complex operational environment. They will be confident leading major investigations, interpreting legislation and regulatory requirements, and influencing senior stakeholders to drive positive safety outcomes. Strong communication, analytical, and leadership skills are essential, along with experience of managing risk, delivering assurance programmes, and promoting a positive safety culture. A recognised health and safety qualification, such as a NEBOSH Diploma (or equivalent), is required. Experience within the transport sector and professional membership of IOSH would be advantageous.

This is a permanent role and comes with a salary of £61,408 - £69,118 per annum depending on experience.
