Quality, Health & Safety and Environmental Officer
The Role
Reporting to the QHSE Director, the QHSE Officer will support the development, implementation, and continual improvement of Oxford Flow’s Quality, Health & Safety and Environmental Management Systems, helping to maintain a safe, compliant, quality-focused, and environmentally responsible workplace.
The role will provide practical day-to-day support across the business, ensuring activities comply with company procedures, applicable legislation, regulatory requirements, and recognised management system standards.
Working collaboratively across all functions, the QHSE Officer will help embed QHSE requirements into everyday working practices, promote continual improvement, and foster a culture in which everyone takes responsibility for quality, safety, and environmental performance.
Responsibilities
- Support the maintenance and continual improvement of Oxford Flow’s integrated management systems in accordance with ISO 9001, ISO 14001, and ISO 45001.
- Assist with internal and external audits, including audit preparation, evidence gathering, recording findings, and monitoring corrective actions through to closure.
- Support the management and investigation of non-conformances, incidents, near misses, and customer quality issues, using appropriate root cause analysis and corrective action techniques.
- Support the completion and review of workplace, activity, and process risk assessments, including COSHH assessments where applicable.
- Support contractor and supplier QHSE management, including the review of risk assessments, method statements, competencies, qualifications, and supplier performance where appropriate.
- Conduct workplace inspections, safety walkabouts, and compliance checks, identifying hazards, unsafe behaviours, environmental concerns, and opportunities for improvement.
- Support the collection, monitoring, and reporting of QHSE KPIs and performance data, including quality, incidents, near misses, audits, training, environmental performance, and improvement activities.
- Assist with the development and delivery of employee inductions, toolbox talks, QHSE awareness sessions, and other relevant training.
- Support environmental management activities, including environmental aspects and impacts, waste management, energy and resource use, pollution prevention, spill response, and environmental emergency preparedness.
- Support emergency preparedness arrangements, including fire safety, spill response, emergency exercises, and maintenance of associated records.
- Assist with monitoring changes to relevant legislation, standards, and regulatory requirements and support the implementation of any required changes.
- Promote a positive QHSE culture by providing practical advice and support, working collaboratively across departments, encouraging employee engagement and continual improvement, and ensuring QHSE requirements are embedded into everyday business activities.

Qualifications & Experience
Essential
- Experience within a Quality, Health & Safety, Environmental, or combined QHSE role, preferably within an engineering, manufacturing, or technical environment.
- NEBOSH/IOSH General Certificate or equivalent Health & Safety qualification.
- Practical understanding of workplace Health & Safety, risk assessment, and QHSE management principles.
- Experience of maintaining controlled documentation and accurate records.
- Good written and verbal communication skills.
- Strong organisational skills with the ability to manage multiple actions and priorities.
- Confidence working with employees and managers at all levels.
- Competence in Microsoft Office applications, including Word, Excel, PowerPoint, and SharePoint.
- Ability to work independently and as part of a wider team.
Desirable
- Internal Auditor qualification for ISO 9001, ISO 14001, and/or ISO 45001.
- Experience working with ISO 9001, ISO 14001, and ISO 45001 management systems.
- Experience of incident investigation, root cause analysis, 5 Why, or 8D methodology.
- Experience within engineering, manufacturing, pressure equipment, or the oil & gas sector.
- Awareness of product compliance requirements such as PED and ATEX.
Skills & Competencies
The successful candidate will demonstrate strong attention to detail, good analytical and problem-solving skills, and a practical, proportionate approach to QHSE management. They will be confident communicating requirements, challenging unsafe or non-compliant practices, and influencing positive behaviours.

The role requires a proactive and organised individual who can prioritise activities according to risk and business need, work collaboratively across different functions, and demonstrate a commitment to continual improvement and professional development.
The QHSE Officer will work closely with the QHSE Director, Engineering, Manufacturing, Operations, Supply Chain, Technical Sales, Senior Leadership Team, employees, and contractors. The role may also involve contact with customers, suppliers, external auditors, certification bodies, and other external organisations.
Authority
The QHSE Officer is authorised and expected to:
- Challenge activities that do not comply with Oxford Flow QHSE requirements.
- Escalate significant QHSE concerns to appropriate management.
- Recommend that work is stopped where there is an immediate and significant risk to people, the environment, product quality, or regulatory compliance.
- Request corrective actions where deficiencies or non-conformances are identified.
- Recommend improvements to QHSE processes, controls, and working practices.
