We are now seeking an experienced Quality & HSE Advisor to join our team.

The opportunity

This is a hands-on, autonomous role for an experienced quality professional who can take day-to-day ownership of the development, maintenance and continuous improvement of Fulkrum’s Integrated Management System. The role requires someone who is comfortable setting priorities, identifying what needs to be done and progressing work without waiting for detailed instruction.

Quality management will be the core focus of the position. The successful candidate should have a strong practical understanding of quality management systems and ideally have worked within the energy, oil and gas, offshore, asset integrity, inspection, NDT, engineering or technical services sectors.

The role also includes health, safety and environmental responsibilities. We are not necessarily seeking a career HSE specialist; however, the successful candidate must have sufficient HSE knowledge and practical judgement to identify risk, provide proportionate guidance and escalate significant or specialist matters where appropriate.

This is an individual contributor role without direct line-management responsibility. The successful candidate will therefore need to be comfortable working independently, making informed decisions, constructively challenging colleagues and confidently representing quality and HSE with senior stakeholders, clients, auditors and certification bodies.

While the role requires a high level of autonomy, the successful candidate will not be expected to operate in isolation. They will have access to experienced internal and external specialist support for technically complex accreditation, ISO/IEC 17020 and regulatory matters, while retaining responsibility for the day-to-day management and coordination of the function.

Key responsibilities

Quality and management systems

  • Take day-to-day ownership of Fulkrum’s Integrated Management System, ensuring policies, procedures, registers, templates and supporting evidence remain current, practical and effective.
  • Lead the review and continuous improvement of the management system against applicable standards, legislation, client expectations and business requirements.
  • Conduct gap analyses and coordinate improvement plans across the organisation.
  • Develop and maintain quality documentation, including procedures, work instructions, forms, registers and operational templates.
  • Support transition planning for revised ISO standards, ensuring changes are assessed, documented and implemented within required timescales.
  • Promote consistent application of the management system across Fulkrum’s international operations.
  • Build effective working relationships with regional and functional leaders, providing clear guidance, constructive challenge and practical support to ensure agreed actions are completed.

Certification and accreditation

  • Coordinate certification and accreditation activity associated with Fulkrum’s management systems.
  • Support internal and external audits, including preparing evidence, coordinating stakeholders and ensuring actions are completed.
  • Manage non-conformances, observations and corrective actions through to effective closure.
  • Liaise with certification and inspection bodies and support management during surveillance and recertification audits.
  • Support ISO/IEC 17020 compliance and inspection-body accreditation activity.
  • Seek and coordinate specialist technical input where required, while retaining ownership of actions, follow-up and implementation.
  • Direct ISO/IEC 17020 experience would be advantageous but is not essential. Fulkrum can provide specialist support to close this knowledge gap for a strong quality professional with the right industry background and learning agility.

Bids and client assurance

  • Develop and maintain templates and supporting information for tenders, bids, prequalification questionnaires and client submissions.
  • Review quality, HSE and compliance requirements within tender documentation.
  • Support Commercial, Operations and Regional teams with client quality plans, project documentation and assurance responses.
  • Provide accurate and consistent information regarding Fulkrum’s management systems, certifications, accreditation and operational controls.
  • Attend client meetings where quality or HSE input is required.

Health, safety and environmental support

  • Provide proportionate and practical HSE advice to managers and employees.
  • Support risk assessments, incident reporting, investigations and corrective actions.
  • Monitor emerging HSE risks as the organisation grows and enters new markets or service areas.
  • Help ensure suitable controls are in place for office-based, site-based and internationally deployed personnel.
  • Escalate significant or specialist risks where additional expertise is required.
  • Promote a positive culture in which quality, health, safety and environmental considerations are integrated into business decisions.

Audit, reporting and improvement

  • Plan and complete internal audits across functions and regions.
  • Analyse audit findings, non-conformances, incidents, client feedback and performance information to identify recurring themes, emerging risks and opportunities for continual improvement.
  • Coordinate improvement actions with relevant owners and monitor progress through to effective completion.
  • Prepare clear reports and updates for senior management.
  • Track agreed actions and confidently follow up with responsible stakeholders.
  • Support management review meetings and provide evidence-based recommendations.

About you

You will be an experienced quality or QHSE professional who combines strong technical knowledge with sound judgement, confidence and the ability to get things done.

You should be comfortable taking ownership rather than waiting for detailed direction. At the same time, you should know when to seek specialist input and be confident using that support to reach practical, well-informed decisions.

You will need the credibility to challenge established ways of working, explain requirements clearly and ensure agreed actions are completed.

Essential experience and capabilities

  • Strong practical experience in quality management and maintaining or improving a quality management system.
  • Good working knowledge of ISO 9001.
  • Experience undertaking internal audits, managing findings and closing corrective actions.
  • Experience preparing or improving procedures, templates, registers and management system documentation.
  • Ability to work independently, prioritise competing requirements and make well-reasoned decisions.
  • Demonstrable experience of taking ownership of a standalone or broadly defined remit, including establishing priorities and progressing work with limited day-to-day supervision.
  • Confidence working with senior leaders, operational teams, clients and external auditors.
  • Strong written communication skills, including the ability to develop clear and professional tender and assurance documentation.
  • Experience in an industry where quality, safety, technical compliance and client assurance are important.
  • Practical knowledge of health and safety risk management.
  • Sound judgement regarding when to act independently and when specialist technical advice should be sought.

Desirable experience

  • Experience within energy, oil and gas, offshore installation, inspection, asset integrity, NDT, engineering, construction or technical services.
  • Working knowledge of ISO 14001 and ISO 45001.
  • Experience supporting certification or accreditation audits.
  • Knowledge of ISO/IEC 17020 or inspection-body accreditation.
  • Experience supporting bids, tenders, PQQs, quality plans or client assurance submissions.
  • Experience working across multiple offices, countries or time zones.
  • Relevant qualifications in quality, auditing, health and safety or environmental management.

What success will look like

During the first year, the successful candidate will be expected to:

  • establish a clear understanding of Fulkrum’s current management system and priorities;
  • take confident day-to-day ownership of quality and HSE activities;
  • establish clear reporting, priorities and performance measures for the Quality and HSE function, providing senior management with a reliable view of key risks, actions and improvement activity;
  • complete a structured gap analysis against relevant standards;
  • strengthen and simplify key procedures, templates and registers;
  • develop a practical transition plan for revised standards;
  • improve consistency in tender and client assurance documentation;
  • coordinate successful certification and accreditation activity;
  • ensure audit findings and corrective actions are addressed promptly;
  • build effective working relationships with regional and functional leaders;
  • make effective use of specialist support where required while retaining ownership of delivery; and
  • become a credible, independent point of contact for day-to-day quality and HSE matters.
