Main Duties of the Job
The Quality Lead Manager will take responsibility for managing and administering the health board’s Corporate Quality Team.
- They will play a key role in supporting the Executive Directors and the Director of Quality to ensure that the organisation operates as a quality-led health service.
- They will do this through the design, implementation, and development of a Quality Management System for the health board bringing all aspects of quality together, and working with key colleagues and stakeholders to ensure that the health board operates within an effective quality management system in line with the Welsh Government Quality and Safety Framework and the statutory Duty of Quality.
- The post holder will also work to engage staff at all levels across the organisation, with the quality agenda, ensuring that there is always a strong focus on quality.
- The Quality Lead Manager will also lead on the development of a quality assurance framework which will pull together all quality assurance activities into one organisational approach.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications And/or Knowledge
Essential criteria
- Educated to degree level (in a relevant subject)
- Masters Degree or equivalent experience (in a relevant field)
- Management qualification at diploma level e.g. ILM
- Evidence of recent and relevant continuing professional development
Desirable criteria
- Project Management training/qualification
- Quality improvement training/qualification
- Risk management training/qualification
Experience
Essential criteria
- Significant and demonstrable experience of working in the NHS at a senior level in quality, assurance, governance roles
- In-depth knowledge of quality in the NHS and an ability to keep up to date with developments in the field.
- Significant relevant management experience working with multi-disciplinary teams
- Demonstrable experience of producing and using data to report on performance, effectiveness, and recommended improvements.
- Experience of Financial and HR management in a complex organisation including budgetary management
- Experience in managing human resource issues and conflict resolution
- Experience of challenging practice, to ensure effective solutions and improvement
- Experience in preparing, producing, and negotiating complex business and service development plans
- Practical experience and evidence of supporting and facilitating quality processes in health and/or social care – including experience of positively influencing senior management
- Demonstrable record of achievement of delivering objectives and finding innovative solutions to problems in health care
- Programme/project Management experience at a senior level
Desirable criteria
- Broad experience and evidence of working in partnership with NHS organisations at all levels to deliver change
