Job Summary
The Quality Manager is responsible for leading, managing, and maintaining the project’s Quality Management System. Working with a degree of independence, the Quality Manager will ensure the full implementation of the Quality Management System and drive a culture of continuous improvement. Furthermore, the Quality Manager will oversee all quality personnel and act as the key interface with stakeholders on quality-related matters to ensure project works are delivered to specified standards, on time, and within budget. This position will support our West Suffolk Hospital project.
Key Responsibilities
- Lead and manage the project quality team, providing guidance, training, and support.
- Liaise with the client, subcontractors, and other stakeholders on all quality-related matters, ensuring all requirements defined in their standards are met.
- Manage the key interface with the Client, ensuring all quality and assurance requirements defined in their standards are met.
- Working independently of the design and construction functions with an independent link to the Project Director, is responsible for all quality and assurance matters on the contract ensuring the quality of work on the contract is managed effectively.
- Prepare and provide corporate reporting as required.
- Liaise with and manage the close-out of Dragados SA Quality issues.
- Promote a strong quality culture throughout the project team, stakeholders, and supply chain, and drive a behavioural approach to “Right First Time, Every Time” Quality culture.
- Assist in pre-qualification and bid activities for Dragados SA as required.
Project Specific
- Develop, implement, and maintain the Project Quality Management System and associated procedures that meet the requirements of ISO 9001, Dragados S.A. QMS, and the specific contract.
- Maintain the overall project management system development schedule.
- Develop project’s Quality Objectives in line with the project and corporate requirements.
- Develop and implements the Quality Plan and Assurance Plan as detailed in the contract in line with Dragados S.A. QMS.
- Establish and monitor Key Performance Indicators (KPIs) for quality, preparing regular performance reports for senior management and corporate requirements.
- Produce information for and attend the Management Reviews.
- Review and accept potential suppliers and subcontractors based on their capability to meet project quality requirements.
- Assist in the review of the quality plans and quality deliverables of sub-contractors and suppliers.
- Oversee the implementation of the handover of completed works to the client, ensuring all quality documentation is complete and accurate to facilitate progressive assurance.
- Ensure the progressive compilation of quality records is established and maintained by the project team.
- Oversee the generation of ITPs and their submission for acceptance.
- Ensure that all materials and workmanship are in accordance with the project specifications and standards.
- Manage the project’s audit process and audit program, including internal audits and surveillance of the supply chain, to ensure compliance with all legal and contractual requirements.
- Undertake internal and supply chain audits in line with the Project’s Audit Schedule.
- Manage and analyse non-conformities and complaints to identify trends and root causes and implementing corrective and preventive actions to foster continuous improvement.
- Establish and develop software solutions for managing quality assurance and control management of the project in liaison with the information management team.
- Provide training or advice as deemed necessary to facilitate the above.

Technical Skills And Competencies
- In-depth knowledge of ISO 9001 and extensive experience developing and improving quality management systems.
- Strong understanding of construction processes and techniques and quality management methodologies, including self-certification processes.
- Strong analytical, problem-solving, and organisational skills, with the ability to plan, manage time effectively, and handle multiple priorities under pressure.
- Excellent communication, presentation, and interpersonal skills, with the ability to influence all levels and report effectively to senior management.
- Expertise in leading and conducting quality audits.
- Demonstrated expertise in using digital quality management systems (such as Asite, ViewPoint, Procore) and Microsoft 365.
- A forward-thinking mindset with a proven ability to quickly learn, master, and implement new technologies to drive continuous improvement in quality processes.

Qualifications, Certifications And Experience
- Educated to a degree level or equivalent in an engineering, construction, or other numerate discipline.
- Membership in a relevant professional body, such as the Chartered Quality Institute (CQI) (Practitioner level PCQI or above) or an appropriate engineering institute.
- IRCA Certified ISO 9001:2015 Lead Auditor.
- Significant experience in a senior quality management role on major construction or infrastructure projects (including self-certification contracts).
- Proven experience in leading and managing a team of quality professionals.
- Valid CSCS card holder.
