Project

The Lower Thames Crossing (LTC) is a major new road infrastructure scheme linking the A2/M2 in Kent with the A13 and M25 in Essex via a 2.6 mile twin bore tunnel beneath the River Thames—the longest road tunnel in the UK. The 14.5 mile route incorporates new approach roads, upgrades to existing highways, and significant structures including bridges and viaducts.

Role Overview

We are seeking an experienced Quantity Surveyor to join us on the Lower Thames Crossing (LTC) project.

This is a project-based commercial role embedded within a major infrastructure delivery environment, supporting the commercial and contractual management of construction and engineering packages associated with the delivery of LTC.

The successful candidate will work closely with the project delivery, engineering and commercial teams to ensure robust cost control, effective subcontract management and strong financial performance throughout the project lifecycle.

Main Responsibilities

Commercial Management and Cost Control

  • Support the commercial management of allocated LTC work packages, providing QS and contractual support to project delivery teams.
  • Prepare cost plans, budgets, forecasts and cost reports to support accurate financial control.
  • Manage valuations, applications for payment and commercial assessments.
  • Monitor package performance, identify commercial risks and support effective cost control measures.
  • Ensure commercial activities are aligned with project requirements, budgets and programme objectives.

Procurement and Tendering

  • Support subcontract procurement activities, including tendering, evaluation and award recommendations.
  • Prepare subcontract documentation and undertake tender analysis.
  • Assist with package procurement strategies aligned with LTC project requirements.
  • Work closely with the wider project team to ensure subcontract packages are commercially robust and appropriately managed.

Contracts, Claims and Final Accounts

  • Administer subcontract obligations, including variations, compensation events and change management.
  • Support the commercial management of changes arising throughout project delivery.
  • Support claims preparation where required, maintaining accurate and robust commercial records.
  • Assist with the agreement of final accounts and commercial close-out activities.
  • Ensure contractual requirements and commercial procedures are followed throughout the lifecycle of allocated packages.

Stakeholder Management

  • Provide commercial support to LTC delivery teams on scope, risks, costs and contractual obligations.
  • Build effective working relationships with clients, subcontractors and internal project teams.
  • Collaborate closely with engineers, planners, project controls and construction teams.
  • Support effective communication between commercial and operational functions to ensure project objectives are achieved.

Reporting and Forecasting

  • Produce monthly commercial reporting, including cost/value reconciliation, forecasts and liabilities.
  • Monitor expenditure and provide accurate forecasts against allocated work packages.
  • Ensure accurate and timely reporting aligned with LTC project controls requirements.
  • Maintain compliance with VSL/Bouygues Construction commercial procedures and governance standards.

Candidate Profile

Education & Experience

  • BSc / MSc in Quantity Surveying or a construction-related discipline, or equivalent relevant experience.
  • Professional membership, such as RICS, or working towards equivalent accreditation.
  • Experience as a Quantity Surveyor on major infrastructure, civil engineering or construction projects.
  • Knowledge of subcontract procurement, package management and commercial delivery.
  • Experience administering standard forms of contract, particularly NEC.
  • Ability to manage valuations, variations, compensation events, forecasts and final accounts.
  • Experience working closely with site delivery, engineering and project controls teams.
  • Previous experience on major highways, tunnelling, civil engineering or infrastructure projects would be advantageous.
