3 Month Contract With A Local Authority
Job Purpose
To effectively undertake quantity surveying duties across assigned projects, ensuring all commercial matters are managed effectively, including procurement, cost control, risk management, forecasting, value reporting, and contractual matters.
To provide commercial support and advice to project teams, ensuring projects are delivered in accordance with Brierley Homes’ governance, policies, procedures, and legal requirements, while achieving value for money and effective financial control.
The role will be Office and Site based, with the office located in Northallerton and site-based work undertaken across North Yorkshire.
Key Responsibilities
Commercial and Financial Management
- Manage cost forecasting, cost control, and commercial management processes across assigned projects.
- Prepare and monitor profitability forecasts, cost and budget comparisons, and cash-flow forecasts.
- Assess financial performance through cost and value reconciliation reporting.
- Monitor project programmes, change, and risk registers to support effective commercial management.
- Ensure all commercial processes comply with Brierley Homes’ governance, policies, procedures, and relevant legal requirements.
- Identify opportunities for continual improvement and demonstrate value for money.
- Apply contractual and statutory provisions relating to applications for payment, including assessment and certification of interim and final accounts.
- Prepare, assess, and negotiate compensation event claims, contractual claims, and insurance claims where required.
Contract and Supply Chain Management
- Support the procurement and management of the supply chain.
- Administer contracts and subcontracts, including payment mechanisms, change procedures, final accounts, and resolution of contentious issues.
- Identify, record, notify, and negotiate changes in accordance with contractual requirements.
- Evaluate changes through analysis of rates, compensation mechanisms, and their financial impact.
- Apply knowledge of standard forms of contract, including NEC and JCT.
- Identify and manage commercial and contractual risks.
- Provide advice on contractual matters and prepare appropriate contractual correspondence.
- Support conflict avoidance, management, and dispute resolution processes.
- Analyse programmes to identify and demonstrate delay, disruption, and entitlement to extensions of time.

Cost Control and Project Delivery
- Understand the key components of project budgets at the pre-contract stage.
- Support the development of cost plans and tender budgets, including identification of key cost drivers.
- Analyse and compare contract and subcontractor tenders against tender budgets.
- Monitor the effective utilisation of labour, plant, equipment, materials, and subcontractors.
- Assess the financial and programme impact of disruption on resources and project progress.
- Understand the causes and effects of delay, including impacts on critical and non-critical activities and entitlement to extensions of time.
- Evaluate completed works using appropriate financial assessment methods.
- Apply knowledge of Bills of Quantities, Schedules of Rates, and Activity Schedules, including their preparation in accordance with relevant standard methods of measurement.
- Ensure accurate and timely commercial reporting across assigned projects.
Team and Organisational Responsibilities
- Ensure the PDR process operates effectively within the team, with quarterly and year-end reviews completed within Brierley Homes’ timescales.
- Manage team members in accordance with Brierley Homes’ policies and procedures and ensure employees understand their responsibilities.
- Work effectively with Project Managers, project team members, client stakeholders, designers, subcontractors, and Commercial Team colleagues.
- Collaborate with legal and insurance, finance, pre-construction procurement, and operational teams.
- Fulfil health and safety responsibilities in accordance with Brierley Homes’ Health and Safety Policy and procedures.
- Comply with all Brierley Homes policies, procedures, Employee Code of Conduct, and Behaviours Framework.
- Report incidents, accidents, and hazards and take a proactive approach to health and safety.
- Undertake other duties of a similar nature as required from time to time.
Requirements
Knowledge and Technical Skills
- Strong knowledge of quantity surveying and commercial management principles.
- Knowledge and practical understanding of construction contracts, including NEC and JCT.
- Understanding of procurement, tendering, supply chain, and subcontract management.
- Knowledge of cost planning, forecasting, budgeting, cost control, and cash-flow management.
- Understanding of change control, compensation events, contractual claims, and final accounts.
- Knowledge of risk management and commercial reporting.
- Understanding of delay, disruption, and extensions of time.
- Knowledge of Bills of Quantities, Schedules of Rates, Activity Schedules, and standard methods of measurement.
- Strong analytical, numerical, and financial management skills.
- Excellent negotiation, communication, and contractual correspondence skills.
- Ability to identify and resolve commercial issues effectively.
- Ability to manage competing priorities and meet deadlines.
- Strong IT and administrative skills, with the ability to maintain accurate commercial records and reports.

Experience
- Experience working in a quantity surveying or commercial management role within the construction sector.
- Experience managing commercial aspects of construction projects.
- Experience in cost forecasting, cost control, financial reporting, and final accounts.
- Experience with contract and subcontract administration.
- Experience managing change, compensation events, and contractual claims.
- Experience working with supply chains and subcontractors.
- Experience analysing tenders, budgets, programmes, and project costs.
- Experience working collaboratively with project managers, designers, contractors, and wider professional teams.
- Experience of working across office and construction site environments.

- Ability to travel to construction sites across North Yorkshire as required.
