Quantity Surveyor – Capital Works Delivery
BD Group is seeking an experienced and commercially focused Quantity Surveyor to support the successful delivery of a diverse portfolio of capital works projects across housing, corporate property and regeneration programmes. This is an exciting opportunity for a motivated commercial professional to play a key role in ensuring projects are accurately costed, effectively controlled and delivered in line with client expectations, governance requirements and value-for-money principles.
Working within our Capital Works Delivery team, you will provide quantity surveying and commercial management expertise across projects delivered for the London Borough of Barking & Dagenham, BD Group entities and third-party clients. You will support all stages of the project lifecycle, from pre-construction cost planning and procurement through to valuations, contract administration and final account agreement.
Key Responsibilities
- Provide commercial and quantity surveying support across a portfolio of capital works projects from inception through to completion.
- Monitor project costs and performance against approved budgets, identifying risks, variances and opportunities for cost control.
- Prepare and maintain accurate cost reports, forecasts and financial information to support project and business decision-making.
- Assess, validate and recommend interim valuations, payment applications and final account settlements.
- Review contractor and subcontractor applications to ensure all claims are accurate, evidenced and commercially justified.
- Manage variation, change control and compensation event processes in accordance with contractual requirements.
- Administer and support the commercial management of construction contracts, including JCT and NEC forms of contract.
- Provide commercial advice and challenge to project teams, supporting robust financial and contractual decision-making.
- Support the successful resolution of commercial issues, disputes and claims where required.
- Prepare estimates, cost plans, benchmarking information and pricing advice to support project feasibility and business cases.
- Contribute to tender preparation, pricing schedules, bills of quantities and procurement documentation.
- Support tender evaluations and contractor selection processes to ensure value for money and project affordability.
- Assist with pricing and commercial assessments for third-party client opportunities and revenue-generating projects.
- Produce clear and accurate commercial reports for project boards, senior managers and client stakeholders.
- Maintain robust audit trails and records for valuations, variations, approvals and procurement decisions.
- Work closely with project managers, contractors, consultants, finance teams and client representatives to support effective project delivery.
- Attend project meetings, client meetings and site visits to assess progress and provide commercial advice.
- Support the development of improved commercial processes, reporting tools and governance controls across the Capital Works function.
- Contribute to continuous improvement initiatives that strengthen project profitability, commercial performance and client outcomes.

Qualifications, Skills & Experience
- Experience working as a Quantity Surveyor, Assistant Quantity Surveyor or Commercial Surveyor within construction, capital works, property, regeneration, housing or asset management environments.
- Proven experience managing or supporting project budgets, cost plans, valuations, payment applications, variations and final accounts.
- Experience administering or working with standard forms of construction contract, particularly JCT and/or NEC.
- Experience supporting tendering, procurement, cost planning and commercial evaluation activities.
- Strong understanding of quantity surveying principles, cost management, financial control and value-for-money delivery.
- Experience producing cost reports and commercial information for project teams, clients and senior stakeholders.
- Excellent commercial awareness and ability to assess risk, cost implications and project viability.
- Experience working collaboratively with contractors, consultants, operational teams and finance colleagues.
- Strong numerical, analytical and problem-solving capabilities with excellent attention to detail.
- Good understanding of procurement processes, tender evaluation methodologies and contract documentation.
- Highly proficient in Microsoft Excel and other business reporting tools.
- Experience within local authority, social housing, public sector or regulated environments would be advantageous.
- Knowledge of capital works governance, public procurement and financial regulations would be beneficial.
- Professional membership or progress towards membership of RICS or a related professional body is desirable.

Working Arrangements
- Working pattern: Full-time, Permanent
- Salary: Up to £65,000 per annum
- Location: Hybrid working arrangement
- Minimum expectation of 3 days per week in BD Group offices at The Cube, Dagenham
- Attendance required at client meetings, project sites and BD Group offices as business needs dictate
