We have a 12-month fixed term opportunity for a self-motivated Quantity Surveyor to assist in the delivery of our Civil Engineering, MEICA and various other contracts in England and Wales.

We have a busy and ambitious commercial function and are looking for a Quantity Surveyor to assist within our Commercial & Contracts Team in providing an independent, expert resource to oversee the commercial aspects of contracts across the Trust. The Trust has a diverse and dynamic workforce and offers a great working culture. It carries out circa £70m per annum on civil engineering construction related projects, £7m on MEICA and various other contracts.

The majority of these are delivered under the NEC3 and NEC4, ECC, ECSC and PSC Forms of Contract through our Framework Suppliers, for which this role will assist the delivery teams in their delivery, as well as from time to time, dealing with our in-house delivery team and other contracts under various other forms of contract.

We aim to ensure that the Trust ascertains value for money, and to protect the Trust and individuals within it from adverse risk.

Working Hours & Location

This role follows 37 hours, Monday to Friday working pattern. The vacancy will be offered on a remote working basis, with a requirement to attend our main hub spaces as and when required for team working and collaborative meetings.

The concentration of works means our relevant regional hubs include Leeds, Burnley & Ellesmere Port.

Travel throughout the regional waterway network will also be expected to enable site visits and meetings. The regularity & flexibility of travel will be discussed further at interview stage. Regular accessibility to our network is essential.

Role overview

As our Quantity Surveyor, you will be a self-motivated individual engaged in providing a high standard of commercial expertise and support to deliver best commercial value from all Civil Engineering and MEICA contracts. You will also assist the Procurement Team with commercial support in the tendering process and assist in the carrying out commercial assessment of tenders and recommendations. You will report to a Senior Quantity Surveyor within the Commercial & Contracts Team.

In this role, you will support the Delivery Team ensuring that the Trust drives best value from its suppliers and manages risk in accordance with the Contract.

Specifically, this role will:

  • Ensure that the Trusts Governance and Commercial roles are met to a high standard.
  • Assist the Framework Manager and Project Managers in the administration of all Contracts.
  • Initiates and implements post contract supply development with internal and external partners.
  • Review of Contract Price Submissions to ensure compliance to the Contract.
  • Assist in the evaluation of Compensation Event quotations to ensure contract compliance.
  • Assist in the Application for Payment process for all Frameworks.
  • Carry out Final Account reviews and Audits in accordance with an Audit Programme, conduct audits and publish results to the Commercial & Contracts Manager.
  • Support the various teams with the KPI assessments on a monthly/annual basis on relevant KPI’s within all Contracts and report to the Commercial & Contracts Manager and relevant Contract Manager.
  • Negotiate and agree new Star/Derived Rates on all Framework Contracts. Manage a Star/Derived Rate database with the various contractors and take responsibility for the management and updating of all Schedules of Rates for the various Contracts.
  • Use commercial and contractual experience to ensure the Trust is not exposed to unnecessary contractual risk.
  • Always display the Trust values and behaviours.
  • Ensuring that diversity and inclusion are integrated into all aspects of Trust life and promoting inclusion by challenging behaviour, practices, actions, or decisions that are counter to the objectives of the Trust’s policies and values.

About You

You'll be highly organised, able to manage priorities and deliver to agreed deadlines. Working closely with colleagues and contractors, you'll support the administration of contracts, KPI rebates and annual price adjustments, ensuring records and processes remain accurate and compliant. Attention to detail and a collaborative approach are key to success in this role.

Skills & Qualifications

Technical Skills

  • Experience working with NEC3 and/or NEC4 contracts.
  • Degree qualified (BSc, BA or equivalent).
  • Post-graduate experience in a Quantity Surveying role.
  • Strong analytical and problem-solving skills.
  • Proven experience of contract and commercial negotiations.
  • Experience managing contract administration, KPI rebates, and annual price adjustments in line with contractual requirements.
  • Professional membership or qualification with RICS, CICES, or equivalent.
  • NEC3/4 ECC Project Manager accreditation.
  • Knowledge of other contract forms, including ICE and JCT.

General Skills

  • Highly organised with strong administrative skills and attention to detail.
  • Able to manage workload independently and deliver to agreed deadlines.
  • Collaborative approach with the ability to build effective working relationships.
  • Excellent communication and stakeholder management skills.
  • Experience sharing knowledge, supporting colleagues, or promoting best practice.
  • Commitment to accuracy and high-quality record keeping.
