Quantity Surveyor

Location: RAF Northolt, West London (with regular travel across the West region including RAF Brize Norton, Bicester, Dalton and Benson)
Position: Permanent, Full Time

We are seeking a commercially focused and proactive Quantity Surveyor to join a leading Facilities Management team supporting a prestigious Ministry of Defence (MoD) contract. Based at RAF Northolt, you will play a key role in the commercial management of a varied portfolio of projects across the South and West regions, ensuring strong financial control, supply chain management and contract performance.

This is an excellent opportunity for an experienced Quantity Surveyor who enjoys managing multiple projects and contractors, working closely with operational teams, and delivering commercial excellence within a fast-paced environment.

The Role

As Quantity Surveyor, you will be responsible for the commercial management of a diverse range of projects, typically valued at under £1 million, including:

  • Mechanical & Electrical (M&E) works
  • Fabric maintenance projects
  • Refurbishment programmes
  • Demolition works
  • Runway and infrastructure projects

You will work across multiple RAF sites, with regular site visits to Brize Norton, Dalton and Benson, supporting project delivery from inception through to final account.

Key Responsibilities

Commercial Management

  • Manage multiple projects and contractors simultaneously across the West region.
  • Prepare cost estimates and pricing using NRM (New Rules of Measurement).
  • Manage and assess Applications for Payment.
  • Administer and negotiate final accounts with subcontractors and suppliers.
  • Monitor project costs, forecasts and commercial performance.
  • Support monthly financial reporting and month-end processes.
  • Manage Work in Progress (WIP) and ensure accurate client billing.
  • Review and analyse Cost Value Reconciliation (CVR) reports and identify commercial risks and opportunities.

Supply Chain & Subcontractor Management

  • Draft, issue and manage subcontract agreements.
  • Lead commercial and performance review meetings with subcontractors.
  • Assess, verify and approve subcontractor payment applications.
  • Ensure subcontractor payments are processed accurately and in accordance with contractual terms.
  • Build and maintain strong supplier and contractor relationships.

Systems & Reporting

  • Utilise Maximo for job tracking and asset management.
  • Use Connect for subcontractor management, reporting and financial tracking.
  • Maintain accurate records in line with contractual, audit and compliance requirements.
  • Produce and present commercial reports to senior stakeholders and clients.

What We're Looking For

  • Proven experience in a Quantity Surveyor or Commercial role within Facilities Management, Construction, Defence or Infrastructure sectors.
  • Strong understanding of subcontractor management and commercial processes.
  • Experience managing Applications for Payment, CVRs, WIP and Final Accounts.
  • Knowledge of NRM pricing methodologies.
  • Advanced Microsoft Excel skills, including formulas, pivot tables and financial analysis.
  • Excellent communication and stakeholder management skills.
  • Strong analytical skills with exceptional attention to detail.
  • Full UK driving licence and willingness to travel between sites.

Security Clearance

Due to the nature of this role, candidates must hold Security Clearance (SC) or be eligible and willing to obtain clearance.
