About The Role
Balfour Beatty Rail are recruiting for a Quantity Surveyor to join the team based in Hillington, Glasgow. In this role you will support the commercial delivery of the Batch A Piccadilly Line Upgrade Project for London Underground, with a particular focus on substation construction, HV cable route works and associated rail systems infrastructure.
The role will provide robust commercial management across allocated work packages, ensuring cost, value, change, risk and supply chain performance are controlled in line with project, contractual and governance requirements.
Working as part of the project commercial team, the postholder will manage subcontract packages from procurement through to final account, support monthly cost value reporting, administer change control and prepare accurate, evidence-based forecasts for their area of responsibility.
The role requires close liaison with delivery, planning, engineering, procurement, finance and London Underground commercial representatives to ensure works are properly measured, valued, forecast and commercially protected.
The role will also include practical commercial administration such as raising and managing purchase orders, processing applications and payments, maintaining accurate records, supporting valuations and variations, and contributing to the development of trainee and apprentice Quantity Surveyors where required.
What you'll be doing
- Apply the Company’s GMCEs, BMS and project governance requirements to all commercial activities, ensuring decisions are supported by accurate records and appropriate approvals.
- Interrogate cost, value, forecast and change data to identify trends, risks and opportunities, providing clear commercial insight to support project decision making.
- Measure, record and value works associated with substations, HV cabling and enabling works in accordance with contract requirements, earned value management principles and project procedures.
- Measure & interpret specifications & drawings
- Build up estimates from first principle including net and gross estimates
- Translate measurement from drawings and Specifications and prepare Bills of Quantities and Schedules of rates
- Review short-term and periodic programmes to understand commercial impacts, key milestones, access constraints and package interfaces.
- Plan commercial activities around procurement, valuation, change submission, payment and final account milestones to support programme delivery.
- Have an understanding of delay and disruption programmes
- Use the company’s ERP System (Oracle R12)
- Collate and maintain cost, value, accrual, commitment and forecast information for allocated packages, ensuring outputs are accurate and auditable.
- Prepare cost reconciliations, package reports and commercial inputs for monthly CVRs and project forecasting reviews.
- Support the procurement of subcontract and supplier packages by defining scope, obtaining quotations, assessing commercial returns and preparing award recommendations.
- Record and document information including registration of interest
- Understand the steps / documentation required
- Build effective working relationships with London Underground, internal delivery teams and subcontractors to support accurate valuations, timely agreement of change and resolution of commercial issues.
- Manage commercial records for change events, instructions, notices, quotations, assessments and compensation events, ensuring entitlement and substantiation are clearly evidenced.
- Measure works, assess subcontractor applications, agree payment values and support the close-out of subcontract final accounts.

Development, Recruitment and Retention

- Achieved or working towards professional membership from the RICS or CICES
Who we're looking for
- Ideally a BSc or MSc in Quantity Surveying or experience equivalent
- Possess experience gained within any of the following industries; Rail, Civil Engineering Construction, utilities, power systems, M&E or complex multidisciplinary projects.
- Working knowledge of NEC contracts, change control, compensation events, subcontract management and cost value reporting.
- Achievement-focused approach with the ability to manage deadlines, prioritise workload and maintain commercial control in a live project environment.
