Recruitment Resourcing & Talent Manager - Engineering & Technical Recruitment
London / South East | Hybrid
£45,000–£55,000 Basic + Quarterly Delivery Bonus
PRS is continuing to invest in the growth of its established recruitment business and is looking for an experienced Talent Delivery Manager / Resourcing Manager to lead and develop a high-performing candidate delivery function across London and the South East.
Established in 1999, PRS has built a strong reputation across Facilities Management, Engineering, Technical Services, Data Centres, Construction, Building Services and the wider Built Environment.
We are looking for an experienced recruitment or resourcing professional who is passionate about candidates, understands what great delivery looks like and, most importantly, can lead by example.
This is a genuine leadership opportunity for someone who wants to build, develop and drive a team — not simply manage a process.
The Role
As the Recruitment Resourcing Manager, you will lead a team of approximately seven recruitment and delivery professionals, taking responsibility for candidate delivery, team performance, process improvement and overall commercial output.
You will be expected to set the standards, establish clear expectations and lead from the front — demonstrating the sourcing, candidate engagement and delivery behaviours you expect from your team.
Working closely with PRS's recruitment consultants and management team, you will ensure we have the right candidates, processes and delivery infrastructure to support continued business growth.
Key Responsibilities
Leadership & Team Management
- Lead, motivate and develop a team of approximately seven recruitment/resourcing professionals.
- Set clear individual and team objectives, KPIs and delivery expectations.
- Lead by example, remaining hands-on with candidate sourcing, engagement and delivery.
- Coach and mentor team members to improve performance and develop their recruitment careers.
- Conduct regular performance reviews, 1-to-1s and pipeline reviews.
- Identify strengths, development requirements and performance issues within the team.
- Create a positive, accountable and high-performance culture.
- Take ownership of team results and ensure agreed commercial targets are achieved.
Commercial & Delivery Performance
- Take responsibility for delivering Gross Profit targets for the teams and individuals.
- Develop and implement a clear delivery strategy to support this GP target.
- Monitor team performance against GP, placements, candidate activity, conversion and pipeline KPIs.
- Analyse management information and identify opportunities for improvement.
- Ensure recruitment consultants receive the candidate support required to maximise vacancies and client opportunities.
- Develop strategies to increase candidate placement, redeployment and repeat business.
- Identify gaps in delivery and implement corrective action quickly.
- Continually improve productivity, candidate conversion and overall team output.
Candidate Sourcing & Resourcing
- Develop and maintain strong candidate pipelines across Engineering, Technical and Built Environment markets.
- Ensure the team adopts proactive rather than purely reactive sourcing methods.
- Oversee the complete candidate journey from attraction and initial engagement through to placement and aftercare.
- Develop effective database marketing and candidate engagement campaigns.
- Maximise PRS's existing candidate database and PSL relationships across London and the UK.
- Utilise LinkedIn, recruitment databases, advertising, referrals, networking and other sourcing channels effectively.
- Ensure candidates receive a professional, responsive and consistent experience throughout the recruitment process.
- Develop talent pools for both current vacancies and future business requirements.

Recruitment Strategy & Process
- Review and continuously improve PRS's candidate delivery and resourcing processes.
- Introduce consistent best-practice recruitment procedures across the team.
- Develop efficient systems for sourcing, registration, onboarding, compliance, referencing and candidate management.
- Identify opportunities to use recruitment technology, automation and AI to improve delivery.
- Establish meaningful MI and reporting to understand performance and identify trends.
- Develop attraction strategies and recruitment campaigns for difficult-to-source skill sets.
- Ensure the team operates within agreed recruitment procedures, compliance requirements and company standards.
Stakeholder Management
- Work closely with recruitment consultants, account managers and senior management.
- Understand current and future recruitment requirements and translate these into effective sourcing strategies.
- Provide recruitment market insight, including candidate availability, salary levels and skills shortages.
- Build strong relationships with candidates, ensuring PRS remains a recruiter of choice within its specialist sectors.
- Support the development of new recruitment solutions and delivery models.
- Act as a senior point of contact for candidate delivery and resourcing matters.
The Ideal Candidate
We are looking for an experienced recruitment professional who has progressed into a leadership, delivery or resourcing management position.
You will need to demonstrate genuine recruitment or resourcing experience rather than a purely HR background.
The successful candidate is likely to have experience as a:
- Recruitment Manager
- Resourcing Manager
- Talent Acquisition Manager
- Senior Recruitment Consultant with leadership responsibility
- Recruitment Delivery Manager
- Candidate Delivery Manager
- Senior Resourcing / Delivery Lead
- Talent Delivery Manager
Essential Experience
- Significant experience within recruitment, resourcing or talent delivery.
- Proven experience managing, coaching or leading recruitment professionals.
- Strong understanding of candidate sourcing and delivery.
- Experience managing recruitment KPIs and performance.
- Experience building and managing candidate pipelines.
- Strong knowledge of modern sourcing techniques and recruitment technology.
- Commercial awareness and an understanding of Gross Profit, revenue and recruitment performance.
- Experience working towards demanding recruitment targets.
- Strong communication, influencing and stakeholder-management skills.
- A hands-on approach to recruitment and candidate delivery.
- The confidence and personality to lead a team and hold people accountable.

Sector Experience
Experience recruiting within any of the following would be advantageous:

Sector experience is advantageous, but the key requirement is a strong recruitment/resourcing background combined with demonstrable leadership capability.
The Leadership Style We Are Looking For
This role requires someone who is prepared to lead from the front.
We are not looking for a manager who simply reviews spreadsheets and delegates activity.
You will be expected to understand the detail of recruitment, demonstrate best practice, get involved when required, coach through real situations and set the pace for the team.
You will be responsible for creating an environment where people understand what good looks like, know what is expected of them and have the support and accountability required to deliver.

Package
- £45,000–£55,000 basic salary, depending on experience
