Our Team
We are looking for an experienced and dynamic Recruitment & Resourcing Service Manager to lead our Recruitment & Resourcing Team and help shape the Council’s workforce strategy.
This is a high-impact opportunity for an HR professional with strong expertise in recruitment, resourcing, workforce planning and organisational change.
Working with senior leaders, managers, schools, trade unions and external partners, you will deliver a high-quality, customer-focused service that supports our ambitions, strengthens workforce planning and delivers value for money.
You will lead and develop a specialist team responsible for recruitment and workforce resourcing across the Council and schools, overseeing permanent, temporary and fixed-term recruitment, as well as contingent workers including agency and casual staff.
A key focus will be agency workforce management and expenditure, using data and insight to identify savings, improve workforce planning and develop sustainable staffing solutions.

As the Council’s subject matter expert, you will provide strategic advice on organisational reviews, restructures, redeployment and workforce change, ensuring legal compliance and best practice.
You will also drive continuous improvement, innovation and excellent customer service across the service.
Your Contributions
You will be a credible and influential HR professional, confident operating at both strategic and operational levels and will bring a CIPD qualification or equivalent professional knowledge and experience.
In addition, you will hold:
- Significant experience in recruitment, resourcing, organisational change or workforce transformation.
- Proven experience leading, coaching and developing teams.
- Strong knowledge of employment legislation, ACAS Codes of Practice and relevant case law.
- Practical experience of restructures, organisational redesign and workforce change programmes.
- Experience managing agency and contingent workforce arrangements.
- Strong project and change management skills.
- Experience of budget management, service planning and contract/SLA management.
- Excellent communication, influencing and stakeholder management skills.
- Strong analytical and problem-solving skills, with experience using workforce data to inform decisions.
- Experience working effectively with trade unions and senior stakeholders.
