Neighbourhood Services delivers a wide range of essential environmental services that help keep the Vale of Glamorgan clean, safe and sustainable. From waste and recycling collections to street cleansing, environmental maintenance and public realm services, we are committed to providing high-quality services for residents, businesses and visitors.
The Recycling and Infrastructure Team is responsible for managing the Council's waste and recycling infrastructure, including the Resource Recovery Facility, Waste Transfer Stations and associated operational assets. The team plays a key role in improving recycling performance, supporting the Council's Project Zero commitments, reducing carbon emissions and promoting a circular economy.

About The Role
The Vale of Glamorgan Council is seeking an ambitious and experienced Recycling and Infrastructure Manager to lead one of the Council's most important environmental service areas. This is an exciting opportunity to play a key role in managing and developing the Council's recycling and waste infrastructure, ensuring the continued delivery of high-performing, efficient and environmentally responsible services for residents and businesses across the Vale.
Reporting to the Operational Manager – Street Scene, you will lead the operation of the Council's Resource Recovery Facility, Waste Transfer Stations and associated waste treatment sites, ensuring they operate safely, efficiently and in compliance with all environmental, regulatory and permit requirements. You will be responsible for maintaining and enhancing the Council's recycling performance, maximising resource recovery opportunities and driving continuous improvement across the service.

This influential role combines strategic leadership with operational delivery. You will manage staff, contractors, budgets, projects and commercial activities, ensuring services are delivered to the highest standards while providing value for money. Working closely with internal and external stakeholders, including regulatory bodies, contractors, elected Members and local communities, you will help shape the future direction of recycling and resource management services across the Vale of Glamorgan.
The successful candidate will play a vital role in supporting the Council's environmental ambitions, including the delivery of Project Zero, the commitment to becoming carbon neutral by 2030 and the wider objectives of the Vale 2030 Corporate Plan. You will be instrumental in identifying new opportunities to improve recycling outcomes, reduce waste and support the principles of a circular economy, ensuring that the Council continues to build on its strong reputation for environmental performance whilst contributing to the Council's long-term vision for a greener, healthier and more sustainable Vale of Glamorgan.
We are looking for a proactive and forward-thinking leader with excellent management and communication skills, a strong operational background and a passion for delivering high-quality environmental services. You will have the ability to motivate teams, manage complex operations and lead service improvements within a dynamic and evolving sector.

About You
You will need:
- Evidence of successful performance management.
- Demonstrable experience of partnership/collaborative working.
- Experience of developing new business approaches/models.
- Experience managing recycling or waste transfer stations, recycling stations or other permitted sites.
- Recycling and Waste Management operational experience.
- Relevant knowledge/understanding within the range of Neighbourhood Services functions.
- Understanding of relevant legislative and regulatory framework.
- Ability to successfully plan/manage strategic service delivery at a senior level.
- Good leadership skills.
- Good performance and financial management skills.
- Ability to manage change effectively.
- Ability to anticipate future service needs and plan and manage resources effectively to meet such needs.
- Ability to work effectively in partnership and seek out and exploit opportunities for collaboration.
- Good communication and interpersonal skills.
- Qualified to degree level in a work related discipline with a business/technical professional qualification
- Relevant management qualification.
- Highly motivated and committed to delivering a high quality service.
- Able to successfully use a range of leadership styles.
- Ability to motivate and encourage colleagues.
- Ability to drive/travel throughout the Vale or between locations as appropriate.
Additional information
Pay Details: Grade 11 £51,356 to £54,495 (pay award pending)
Hours of Work / Working Pattern: Monday to Friday 37 hours per week
Main Place of Work: Alps Depot
