We are Hiring: Regeneration Project Fund Lead

Location: Dudley, West Midlands – Hybrid, 3 days onsite

Contract: Interim – 9 months

Day Rate: Up to £900 per day

IR35: Outside IR35

Reporting to: Director of Growth & Place

Role Overview

Dudley Council is seeking an experienced Major Projects Programme Delivery Lead to provide senior programme leadership across a high-profile portfolio of regeneration, infrastructure, economic growth and place-making initiatives.

This is a key interim assignment supporting Dudley’s once-in-a-generation transport investment, including Metro Phase 2 and Dudley Interchange, while ensuring these investments act as catalysts for wider regeneration and economic growth.

The successful candidate will bring together multiple projects into a coherent programme, strengthen governance and delivery, and provide senior leadership during the transition to the Council’s permanent place-based operating model.

Key Responsibilities

  • Lead Dudley’s Major Projects and Regeneration Programme, ensuring strategic alignment and delivery.
  • Lead the Operational Readiness Programme for Metro Phase 2 and Dudley Interchange.
  • Coordinate cross-Council activity and partnership working with Transport for West Midlands, WMCA and other regional stakeholders.
  • Establish effective programme governance, reporting, dashboards, risk management and assurance.
  • Identify dependencies, manage risks and remove barriers to delivery.
  • Act as Council client lead for the Dudley Ecosystem Masterplan, including procurement, mobilisation and consultant management.
  • Oversee delivery of the Emerging Findings Report by January 2027.
  • Integrate major initiatives covering transport, town-centre regeneration, public realm, infrastructure, investment and economic development.
  • Prepare executive, Cabinet and Member briefings and decision papers.
  • Build strong relationships with senior officers, elected Members, developers, investors, consultants and strategic partners.
  • Establish programme arrangements that can transition into the Council’s permanent place-based operating model.

  • Proven senior-level experience leading major regeneration, infrastructure, place-making or economic development programmes.
  • Strong programme management and delivery leadership experience within local government or the wider public sector.
  • Experience managing complex, multi-stakeholder programmes with significant political, financial and reputational considerations.
  • Experience working with elected Members, Directors, senior leadership teams and external partners.
  • Strong knowledge of regeneration, infrastructure delivery, place-making and capital programmes.
  • Experience procuring and managing external consultants.
  • Excellent governance, risk management and executive reporting skills.
  • Ability to influence across organisational boundaries and drive delivery without direct authority.
  • Strong commercial, strategic and stakeholder management capability.

Ideal Candidate

We are looking for a hands-on, delivery-focused Programme Director/Lead who can quickly establish credibility, bring coherence to complex programmes, build strong partnerships and translate strategic ambition into measurable delivery.

This is a high-profile interim opportunity for an experienced major projects, regeneration or infrastructure leader who can make an immediate impact.
