Regional Manager Job Description

Location: Primarily Westerhope, with travel to Carrfield and Castletown

Working arrangement: On site; this is not a remote role

Hours: 15 hours per week, normally over 2 days

Salary: £57,000 full time equivalent; approximately £22,000 per annum based on 15 hours per week + travel expenses reimbursement for Castletown and Carrfield sites visits

Reporting line: Senior Management

Role Purpose

The Regional Manager provides operational and strategic leadership across the Westerhope, Carrfield, and Castletown practices. The postholder is accountable for supporting Practice Managers to deliver safe, effective, and financially sustainable services, maintain regulatory compliance, and achieve organisational objectives. The role promotes consistent standards, clear accountability, effective use of resources, and continuous improvement across the region.

When formally appointed and registered with the Care Quality Commission, the postholder will undertake Registered Manager responsibilities alongside the relevant Practice Manager. Responsibilities and lines of accountability will be agreed clearly and exercised in accordance with CQC requirements and applicable legislation.

Key Accountabilities

Regional Leadership and Performance

  • Translate organisational priorities into clear regional objectives, implementation plans, and measurable outcomes.
  • Lead, support, and hold Practice Managers accountable for operational delivery, regulatory compliance, financial performance, and workforce management.
  • Monitor practice performance using agreed measures, identify emerging risks or underperformance, and ensure proportionate improvement action is taken.
  • Promote consistent standards, shared learning, and effective practice across all sites while recognizing legitimate local service requirements.
  • Provide senior management with timely, accurate assurance on performance, risks, priorities, and required decisions.

CQC Governance Quality and Patient Safety

  • Where formally appointed and registered, fulfil CQC Registered Manager responsibilities for the relevant regulated activities and locations.
  • Work with Practice Managers to ensure compliance with the Health and Social Care Act 2008, associated regulations, CQC fundamental standards, NHS requirements, and organisational policies.
  • Maintain effective oversight of clinical and corporate governance, patient safety, safeguarding, staffing, complaints, incidents, risk management, and quality assurance.
  • Ensure that policies, procedures, records, and other evidence are current, accessible, and sufficient to demonstrate compliance.
  • Oversee readiness for CQC inspections, reviews, and regulatory assessments and coordinate responses to regulatory enquiries or findings.
  • Ensure learning from incidents, complaints, audits, patient feedback, and regulatory activity is reviewed, shared, and translated into sustainable improvement.
  • Escalate significant regulatory, safeguarding, quality, or patient-safety concerns promptly and ensure agreed actions are completed and monitored.

  • Oversee day-to-day operational performance across the region and support the delivery of accessible, efficient, and patient-focused services.
  • Work with Practice Managers to resolve operational challenges, strengthen resilience, and maintain service continuity.
  • Support workforce, rota, capacity, and resource planning across practices, identifying opportunities for appropriate cross-site working.
  • Implement and maintain proportionate, standardised processes that improve efficiency, productivity, quality, and patient experience.
  • Lead or support operational change projects, ensuring that risks, dependencies, communications, and outcomes are managed effectively.
  • Attend Westerhope as the primary work base and visit Carrfield and Castletown as required by operational need and as agreed with senior management.

Financial and Commercial Oversight

  • Support the preparation, management, and monitoring of practice and regional budgets, forecasts, and financial plans.
  • Review financial performance with Practice Managers and the central Finance team, investigating material variances and agreeing corrective action.
  • Promote appropriate cost control, effective use of resources, and financial sustainability without compromising patient safety or service quality.
  • Identify financial risks and opportunities, including appropriate income optimization and service-development opportunities, and escalate recommendations.

People Leadership and Organisational Development

  • Coach, mentor, and develop Practice Managers, setting clear expectations and supporting confident, accountable leadership.
  • Ensure appropriate performance management, objective setting, appraisal, succession planning, and development arrangements are in place.
  • Work with HR to address employee-relations matters consistently, fairly, and in line with organisational policies and employment law.
  • Identify regional capability and training needs and support effective induction, mandatory training, and professional development.
  • Promote an inclusive, collaborative, and respectful culture in which staff engagement, wellbeing, learning, and positive performance are supported.

Stakeholder Management and Communication

  • Build effective relationships with practice partners, PCNs, commissioners, NHS bodies, healthcare providers, regulators, external agencies, and community stakeholders.
  • Represent the organisation at relevant regional meetings, forums, and events when required.
  • Ensure clear communication and collaboration between practices, senior management, and central functions including HR, Finance, IT, and governance teams.
  • Communicate organisational decisions, expectations, and changes clearly and ensure that feedback from practices informs regional and organisational planning.
  • Maintain clear decision-making, escalation, and accountability arrangements between the Regional Manager, Practice Managers, and senior management.

Professional Standards and Development

  • Maintain current knowledge of primary care operations, NHS developments, CQC requirements, and relevant legislation and guidance.
  • Undertake relevant learning and professional development and apply learning to regional practice.
  • Act with integrity, discretion, and professionalism and model the organisation’s values and expected leadership behaviours.
  • Undertake other reasonable duties consistent with the seniority and purpose of the role.

Person Specification

Experience

  • Significant healthcare-management experience in an NHS, primary care, or other CQC-regulated setting
  • Experience leading managers and operational teams
  • Experience monitoring multi-site or complex operational performance
  • Experience delivering service improvement and managing organisational change
  • Experience of budget monitoring, financial planning, or resource management

Desirable

  • Experience managing multiple GP practices or healthcare sites
  • Previous experience as a CQC Registered Manager or supporting CQC registration

Knowledge

  • Strong understanding of CQC requirements, governance, quality assurance, safeguarding, and patient-safety responsibilities
  • Understanding of NHS primary care operations and the regulatory environment
  • Working knowledge of people management and fair performance-management practices

Desirable

  • Knowledge of primary care contracts, commissioning, or PCN arrangements

Skills and abilities

  • Credible and supportive leadership with the ability to hold managers accountable

Working Arrangements

  • The initial working pattern will be agreed with senior management. Contracted hours and the working pattern may be reviewed by mutual agreement as operational requirements develop.
  • Travel between the three practices is an inherent requirement. Visit frequency, priorities, and performance measures will be agreed through the organisation’s planning and performance-management processes.
