Registered Care Manager – Adults Learning Disabilities & Complex Needs
Location: Enfield N21 / E4 (Chingford/Epping area)
Salary: £50,000–£55,000 per annum
Hours: Full-time
Start Date: ASAP

About the Role
We are seeking an experienced Registered Care Manager (RCM) to lead and oversee two established care and supported living services in the Enfield and Epping areas. The organisation has been operating for over 24 years, providing 24/7 support, 365 days a year to vulnerable adults. The services include a 7-bed registered care home in Enfield and a 9-flat supported living service in the Chingford/Epping area.
This is a key leadership position for an experienced CQC-registered manager who can maintain high standards of care, lead and develop staff, strengthen compliance and drive continuous improvement across both services. The successful candidate will play a central role in building on the current Good CQC rating, improving inspection outcomes and ensuring the services consistently meet regulatory, contractual and organisational requirements.
Key Responsibilities
- Take overall responsibility for the day-to-day management and quality of both services.
- Maintain strong compliance with CQC regulations, legislation, company policies and safeguarding requirements.
- Lead continuous improvement initiatives with the aim of achieving an Outstanding CQC rating.
- Conduct regular audits, monitoring, spot checks and quality assurance activities, identifying areas for improvement and implementing corrective action.
- Ensure residents receive person-centred care and support in line with their individual care and support plans.
- Oversee risk assessments, risk management plans, support plans and regular reviews.
- Ensure residents are safe, their health needs are appropriately supported and their wellbeing remains central to service delivery.
- Work with adults with learning disabilities, autism, mental health needs, dual diagnosis and complex needs.
- Lead, motivate and develop the staff team, ensuring high standards of practice and professional conduct.
- Manage and support the two dedicated Senior Support Workers, who have responsibility for their respective sites.
- Oversee recruitment, induction, supervision, appraisal, mandatory training and ongoing staff development.
- Manage staffing rotas, annual leave, performance and training requirements.
- Promote effective communication and positive working relationships across the organisation.
- Manage complaints, grievances, disciplinary matters and safeguarding issues where required.
- Liaise effectively with CQC, local authorities, commissioning teams, families, advocates and other external agencies.
- Maintain accurate records and ensure documentation provides clear evidence of compliance and quality assurance.
- Ensure emergency procedures are implemented effectively and act as required during crisis situations.
- Support referrals, assessments, admissions and effective management of service capacity.
- Maintain occupancy levels and contribute to securing additional referrals and care contracts.
- Work closely with the Director/Owner on strategic development and service improvement.
- Contribute to the commercial and operational development of the organisation.
- Ensure appropriate financial, administrative and resident money procedures are followed.
- Keep up to date with developments in health and social care legislation, CQC requirements and best practice.
- Be available for occasional evenings, weekends and out-of-hours/on-call responsibilities where required.

Service Structure
The Registered Care Manager will oversee two sites located approximately 15 minutes apart by car:
Registered Care Home – Enfield
- 7-bed registered care home.
- Dedicated office available for the Registered Care Manager.
- Experienced Senior Support Worker responsible for the site and reporting to the RCM.

Supported Living – Chingford & Epping area
- 9 individual flats within a supported living service.
- Dedicated office available for the Registered Care Manager.
- Experienced Senior Support Worker responsible for the site and reporting to the RCM.
The RCM will generally work from one site at a time and will not normally be required to move between both sites on the same day. The overall workforce is approximately 28 staff, including part-time employees.
About You
The ideal candidate will be an experienced Registered Care Manager with:
- At least 2 years' experience as a Registered Care Manager.
- Current/previous experience as a CQC-registered manager.
- Strong experience within residential care or supported living rather than purely domiciliary care.
- Proven experience supporting adults with learning disabilities, autism, mental health, dual diagnosis and complex needs.
- A strong understanding of CQC regulations, inspection frameworks, compliance and quality assurance.
- A proven track record of improving service quality and inspection outcomes.
- Strong leadership and people-management skills.
- Experience managing Senior Support Workers and wider care/support teams.
- Excellent knowledge of care planning, risk assessments, safeguarding and incident management.
- Strong communication and interpersonal skills, with the ability to work effectively with residents, families, staff, commissioners and regulators.
- A proactive approach to problem-solving and continuous improvement.
- The confidence to work independently and under pressure.
- Strong organisational and administrative skills.
- Good IT/computer skills.
- Ideally, a full UK driving licence and access to a vehicle, given the location of the two services.
