Apex Care Foundation is developing Laburnum House, a new children’s residential home in Hornchurch, London.
Laburnum House is being developed as a small, nurturing home for up to two children and young people, with an emphasis on providing a safe, stable and supportive environment where each child is known as an individual and supported to make meaningful progress.
We are looking for an experienced, values-led and ambitious Registered Manager to join us during the development stage and play a key role in preparing Laburnum House for registration and opening.
This is not simply an opportunity to take over an established service. You will have the opportunity to help build the home from the ground up, working closely with the Responsible Individual and leadership team to shape its culture, care model, systems, workforce and standards.
The position will initially be part-time during the development and Ofsted registration phase, with the intention of progressing to a full-time Registered Manager role as Laburnum House approaches opening and becomes operational.
The Role
During the pre-opening phase, you will play a central role in ensuring that Laburnum House is operationally and regulatorily ready to provide high-quality care.
As the home progresses towards opening, you will assume responsibility for its day-to-day leadership and management and for ensuring that children receive consistently high-quality, child-centred care in accordance with the home’s Statement of Purpose.
Key Responsibilities
- Play a leading role in preparing Laburnum House for Ofsted registration and opening
- Work closely with the Responsible Individual and leadership team throughout the development and registration process
- Contribute to the development and implementation of the home’s Statement of Purpose, Children’s Guide, policies, procedures and operational systems
- Help establish a clear, child-centred and trauma-informed model of care
- Support the development of the home’s safeguarding, risk management, care planning and quality assurance arrangements
- Recruit, develop, supervise and lead a high-quality residential childcare team
- Establish a positive, nurturing and relationship-based culture for children and staff
- Take responsibility for the day-to-day management of the home once operational
- Ensure the home operates in accordance with the Children’s Homes (England) Regulations 2015, the Quality Standards and relevant Ofsted requirements
- Ensure safeguarding and the welfare of children remain central to all decisions and practice
- Lead effective referral assessment, placement matching, admission, care planning and review processes
- Ensure children’s wishes, feelings and individual needs are understood and reflected in their care
- Establish effective systems for monitoring children’s progress and outcomes
- Maintain robust records, monitoring, auditing and quality assurance arrangements
- Develop positive and professional relationships with children, families, social workers, local authorities, education providers and other professionals
- Support effective multi-agency working around each child
- Promote positive outcomes across children’s care, education, health, relationships, emotional wellbeing, development and preparation for the future
- Help create an environment that feels first and foremost like a home for children, while maintaining high standards of safeguarding, professionalism and regulatory compliance

About You
We are looking for an experienced children’s residential care professional who combines strong leadership and regulatory knowledge with a genuine commitment to improving the lives of children and young people.
You should have:
- At least 2 years’ experience within the last 5 years in a position relevant to the residential care of children
- At least 1 year’s experience supervising and managing staff working in a care role
- A Level 5 Diploma in Leadership and Management for Residential Childcare (England), an accepted equivalent qualification, or the ability to achieve the required qualification within the applicable regulatory timeframe
- Strong knowledge and practical understanding of the Children’s Homes (England) Regulations 2015 and the Quality Standards
- Strong safeguarding and child protection knowledge
- Experience of care planning, risk assessment and working with children with complex needs
- Experience of leading, supervising and developing residential childcare staff
- A good understanding of trauma-informed, relationship-based and child-centred practice
- Strong organisational, communication and decision-making skills
- The ability to work effectively with social workers, local authorities, education professionals, families and other agencies
- A commitment to creating a culture where children are listened to, respected and supported to achieve positive outcomes
- The professional integrity, resilience and leadership skills required to establish and maintain a high-quality children’s home

Desirable Experience
- Previous experience of opening, registering or mobilising a new children’s home would be particularly advantageous.
- Experience of working directly with Ofsted during registration or inspection would also be highly valued.

Employment Arrangement
This position is being recruited initially on a part-time basis during the development and Ofsted registration phase.
The intention is for the successful candidate to transition into a full-time Registered Manager position as Laburnum House approaches opening, subject to the progress of the service, registration and mutually agreed employment arrangements.
The successful candidate will be required to complete all appropriate safer recruitment, employment, reference and enhanced DBS checks relevant to working with children.
