Registered Manager – Children's Respite Home – 3 Month Contract
Location: County Hall, Atlantic Wharf, Cardiff, CF10 4UW
Rate: £30.53 per hour (Umbrella)
Contract: 3 Month Contract
Hours: 37 Hours Per Week
DBS: Enhanced DBS Required
Registration: Must be Registered with Social Care Wales
Driving Requirement: Full UK Driving Licence and Access to Own Vehicle Required
Pay: Bi-weekly
Summary
Cardiff Council is in search of a seasoned Registered Manager to oversee a Children's Respite Home within its Social Services Directorate. The role involves ensuring the home operates safely, effectively, and in compliance with regulations, providing high-quality care that fosters positive outcomes for children and young people. The ideal candidate will meet the "fit person" criteria for a Registered Manager and adhere to the duties outlined in the Regulation and Inspection of Social Care (Wales) Act 2016. This position is ideal for an experienced residential childcare manager with a strong background in leadership, safeguarding, and operational management.
Responsibilities
Leadership & Service Management
- Lead and manage the Children's Respite Home.
- Ensure adherence to the home's Statement of Purpose.
- Foster a positive, inclusive, and child-focused environment.
- Build and maintain effective relationships with:
- Children and young people
- Families and carers
- Social Workers
- Health Professionals
- Education Services
- CIW
- Community partners
- Serve as Practice Leader and advocate for a Signs of Safety approach.
- Support the adoption of restorative practice models and behavior support frameworks.

- Supervise and develop residential care staff.
- Oversee staffing levels, recruitment, performance management, and workforce planning.
- Conduct regular supervision and appraisals.
- Facilitate staff training and ongoing professional development.
- Address employee wellbeing and performance issues.
Quality & Compliance
- Ensure compliance with:
- Regulation and Inspection of Social Care (Wales) Act 2016
- Social Services and Well-being (Wales) Act 2014
- CIW requirements
- Safeguarding legislation and guidance
- Maintain policies, procedures, and operational standards.
- Lead inspections, audits, and regulatory compliance activities.
- Ensure all care planning and record-keeping requirements are fulfilled.
Performance & Quality Assurance
- Develop and maintain performance management frameworks.
- Produce quality of care and performance reports.
- Gather feedback from children, families, staff, and professionals.
- Promote continuous service improvement and evidence-based practice.
Financial & Resource Management
- Manage budgets and monitor expenditures.
- Ensure efficient use of staffing, resources, equipment, and facilities.
- Maintain safe and effective working environments.
- Monitor service performance against agreed objectives and standards.
Operational Responsibilities
- Chair meetings and placement reviews.
- Participate in the residential management on-call rota.
- Undertake occasional out-of-hours work as needed.
- Represent the home at relevant multi-agency meetings and forums.
Requirements
Essential
- Level 5 Diploma in Leadership for Health & Social Care Services (Children and Young People's Registered Management) Wales & NI.
- Registered with Social Care Wales.
- Extensive experience in a Children's Residential Care setting at a senior or management level.
- Experience as a Registered Manager, Deputy Manager, or equivalent leadership role.
- Strong knowledge of:
- Regulation and Inspection of Social Care (Wales) Act 2016
- Social Services and Well-being (Wales) Act 2014
- Safeguarding and Child Protection legislation
- Experience managing:
- Staff performance
- Budgets
- Health & Safety
- Service quality and compliance
- Excellent leadership, communication, and stakeholder management skills.
- Ability to lead change and service improvement initiatives.

Desirable
- Train the Trainer qualification.
- First Aid at Work qualification.
- HACCP Level 3.
- Experience with:

- Results Based Accountability (RBA)
- Experience supporting children and young people with complex needs.
