The Opportunity
The Regulation Analyst will play a key role in supporting Leep’s Regulation team, helping to ensure compliance across our regulated activities while developing specialist expertise in water regulation, infrastructure charges and wider business governance.
Working closely with the Regulation and Compliance Manager, you will provide day-to-day support across a range of regulatory activities, with a particular focus on water regulation. This is a development opportunity designed to build future resilience within the team, giving you the chance to learn from experienced colleagues, develop specialist knowledge and take on increasing responsibility as your skills and confidence grow.
You will also help coordinate and monitor regulatory accountabilities across the business, supporting the maintenance of our document management system and working collaboratively with colleagues across Operations, Finance, Customer Operations, Commercial and the Senior Leadership Team. Through effective engagement and governance support, you will help ensure that regulatory obligations, responsibilities and key deliverables are clearly understood, tracked and successfully delivered.

Key Responsibilities
- Support the Regulation & Compliance Manager with day-to-day water regulatory compliance activities, including monitoring obligations, maintaining compliance records and supporting regulatory submissions.
- Monitor changes in relevant water, energy and heat regulation, standards and industry codes, escalating potential impacts to the Regulation & Compliance Manager and Director of Regulation & Compliance.
- Assist with infrastructure charges activities, including maintaining supporting records, coordinating internal inputs and supporting the preparation of annual or ad hoc reviews.
- Support the maintenance and delivery of the business Table of Accountabilities, including tracking actions, monitoring evidence and following up with accountable owners.
- Work with colleagues across the business to gather information, evidence and updates required for regulatory reporting, assurance activity and governance reviews.
- Support the preparation of regulatory reports, board updates, assurance documentation and internal governance papers.
- Assist in developing and maintaining policies, procedures, guidance notes and process documents relating to regulatory compliance.
- Support the maintenance and effective use of the document management system, including helping to keep regulatory and governance documents controlled, current and appropriately evidenced.
- Support internal reviews, audits and assurance activity by collating evidence, documenting findings and tracking agreed actions.
- Help prepare briefings and training materials to improve awareness of regulatory obligations across the business.
- Maintain positive working relationships with internal stakeholders and, where appropriate, support engagement with regulators, market bodies, customers and other external stakeholders.

Measures of Success
- Regulatory obligations, submissions and actions are accurately tracked, delivered on time, and escalated where risks or delays arise.
- The Regulation & Compliance Manager is effectively supported on water regulatory activity, with the postholder developing increasing technical knowledge, confidence and independence over time.
- Infrastructure charges, Table of Accountabilities and wider governance activities are supported with clear records, timely follow-up and robust evidence trails.
- The document management system is maintained effectively, with regulatory and governance documents kept controlled, current and appropriately evidenced.
- Internal stakeholders receive clear, practical and timely support, helping to improve regulatory awareness, accountability and resilience across the business.
Essential
About You
- Some experience in regulatory, compliance, governance, audit, legal, utilities or similarly controlled environment.
- Strong analytical skills, with the ability to interpret requirements, identify key issues and apply them in a practical business context.
- Excellent written communication skills, including the ability to prepare clear notes, reports, briefings and action trackers.
- Strong organisational skills, with the ability to manage multiple priorities, deadlines and follow-up actions.
- Confidence working with colleagues across different business areas and at varying levels of seniority.
- Good attention to detail and a structured approach to maintaining records, evidence and compliance documentation.
- Ability to challenge constructively and follow up on actions in a professional and proportionate way.
- Willingness to develop technical knowledge across water regulation, infrastructure charges, market codes and wider utility regulation.
- Good working knowledge of Microsoft Office, particularly Word, Excel and PowerPoint.

Desirable
- Experience in the water, energy, heat network or wider utilities sector.
- Familiarity with Ofwat, Ofgem, MOSL, market codes, licence conditions or statutory regulatory frameworks.
- Experience supporting regulatory submissions, assurance statements, charging arrangements or compliance reporting.
- Experience using action trackers, risk registers, governance dashboards or accountability frameworks.
- Experience supporting document management systems, document control processes or controlled policy/procedure libraries.
- Understanding of infrastructure charges, developer services or new connections.
- Experience supporting internal audit, governance reviews or evidence-based assurance activity.
