We are Hiring: Regulatory Business Manager – Democratic Services

Rate: £45 per hour

Contract: Temporary / Interim

Location: Surrey Council

IR35: NO

Department: Democratic Services / Resources

Role Overview

We are seeking an experienced Regulatory Business Manager / Democratic Services Manager to lead the Council’s Cabinet and regulatory committee functions, ensuring statutory compliance, effective governance and high-quality democratic services within a politically sensitive environment.

Key Responsibilities

  • Lead and manage Cabinet, Council, Select Committee and Regulatory Committee functions.
  • Provide authoritative constitutional, procedural and governance advice to Members and senior officers.
  • Manage agendas, reports, decision records, minutes and committee processes.
  • Ensure meetings comply with statutory requirements, the Council Constitution and best practice.
  • Support the Leader, Cabinet Members and senior officers in delivering the Council’s political priorities.
  • Manage, motivate and develop Democratic Services staff and allocate resources effectively.
  • Lead service improvements, change initiatives and major governance projects.
  • Manage the Council’s school admission appeals service.
  • Identify governance risks, trends and opportunities and recommend practical solutions.
  • Build effective relationships with Members, officers, partners and external stakeholders.

Essential Experience

  • Significant experience within UK Local Government Democratic Services / Committee Services / Governance.
  • Extensive committee management experience.
  • Strong knowledge of the local government statutory and constitutional framework.
  • Experience advising elected Members and senior officers on governance and procedures.
  • Proven ability to operate effectively within a politically sensitive environment.
  • Strong leadership, negotiation, influencing and stakeholder-management skills.
  • Experience managing and developing professional teams.
  • Strong understanding of change management, continuous improvement and project delivery.
  • Excellent written and verbal communication skills.
