Develop practical regulatory compliance skills with LBBD through a Level 4 apprenticeship
Gain hands-on experience in housing enforcement, property licensing, food safety, environmental protection and community safety, combining office work, site visits and investigations while working towards a recognised qualification.
Most of your apprenticeship is spent working. You’ll learn on the job by getting hands-on experience.
What you'll do at work
- Commitment to complete the apprenticeship programme, including workshop attendance, learning activities and assessments.
- Undertake the Level 4 Regulatory Compliance Officer Apprenticeship through Babington, the approved training provider.
- Shadow and support officers across environmental health and housing disciplines, including inspections, evidence gathering and compliance checks.
- Take on appropriate reactive work as competence develops, including responding to complaints and service requests under supervision.
- Support enforcement activity by gathering evidence, drafting notices, preparing case files, and attending court as a witness under supervision.
- Analyse and interpret data to support decision-making and case progression.
- Engage with residents, landlords, agents and internal services to provide advice on legal requirements and good practice.
- Contribute to project work aligned with apprenticeship learning and service priorities.
- Maintain accurate records, case notes and information in line with GDPR and council policies.
- Learn how risk assessments support safe practice and contribute to this process under guidance.
Apprenticeships include time away from working for specialist training. You’ll study to gain professional knowledge and skills.

- Work within legal and regulatory frameworks and the organisation's policies and procedures.
- Make informed assessments of the risk of a business or individual’s non-compliance.
- Use outcomes of risk assessment to guide decisions, activities and targeting of resources.
- Make proportionate and risk-based intervention choices to ensure compliance is achieved.
- Collect evidence and data related to non-compliance using available techniques, for example investigations, audits, inspections.
- Take actions to deal with non-compliance using proportionate interventions.
- Monitor progress made by businesses and individuals against assessed risks.
- Assess products and services, including any associated internal controls to ensure they meet legal, regulatory and organisational requirements.
- Use and analyse data, making decisions about the relevance, quality and accuracy to inform evidence-based and objective risk assessments.
- Take a systematic approach to data curation and apply data quality controls to ensure the correct use of data-driven findings.
- Identify patterns and trends in compliance issues.
- Promote the importance of compliance and their organisation’s role in supporting compliance.
- Build and maintain good working relationships with stakeholders and tailor their approach to the needs and circumstances of those they interact with.
- Communicate with stakeholders including businesses, individuals and regulators.
- Use digital technologies to manage, share and store information and to communicate with others.
- Follow and apply equity, diversity and inclusion rules and procedures when making evidence-based decisions and interacting with stakeholders.
- Use workload management techniques to plan, organise and prioritise own tasks and manage time effectively.

Training schedule
Training will take place through a blend of workplace learning and off-the-job training delivered by Babington. The apprentice will be based primarily at London Borough of Barking and Dagenham, with structured learning delivered through Babington's blended learning model. Training will be undertaken regularly throughout the programme, including dedicated study time, online learning, workshops and one-to-one support, alongside practical workplace experience. The apprenticeship is expected to last approximately 18- months, including end-point assessment.

Training will be delivered by Babington, an apprenticeship training provider with experience supporting learners across regulatory and compliance roles. Delivery is through a blended learning model, combining online learning, structured workshops, regular coaching sessions and workplace-based assessment. The apprentice will receive dedicated study time and ongoing support from both Babington and LBBD throughout the programme.

- Willingness to work outdoors and in various settings (e.g., domestic properties, commercial premises).
- Ability to travel within the London Borough of Barking & Dagenham.
