Regulatory Operations Senior Analyst
The Operations department is responsible for the effective, controlled, and timely delivery of the Bank’s post-trade and operational processing across its financial markets, commodities, structured products, banking and trade finance activities. The function supports the full transaction lifecycle and is responsible for maintaining a robust control framework to ensure accurate processing, appropriate books and records, effective reconciliations, balance sheet substantiation, timely settlements, regulatory reporting and the escalation of operational risks and issues.
The role holder will be responsible for executing, monitoring, and enhancing the Bank’s regulatory reporting processes and associated control framework. The role ensures that reporting obligations are met accurately, completely and within applicable regulatory deadlines across relevant regimes, including:
- Client Money and Asset Sourcebook (CASS)
- Single Customer View (SCV)
- OTC Risk Mitigation techniques such as portfolio reconciliation
Transaction reporting including:
- Markets in Financial Instruments Directive (MiFID II) Transparency Reporting
- MiFID II Transaction Reporting
- MiFID II Commodity Position Reporting
- London Metal Exchange (LME) OTC Position Reporting
- European Market Infrastructure Regulation (EMIR) UK & EU
- Monetary Authority of Singapore (MAS)
- London Bullion Market Association (LBMA)
- Commodity Futures Trading Commission (CFTC)
- Canadian Securities Administrators (Canada / CSA)
- Securities Financing Transactions Regulation (SFTR)
The role holder will also support the day-to-day operation and ongoing enhancement of controls relating to the Bank’s Client Assets Sourcebook (CASS), Single Customer View (SCV) obligations and OTC risk mitigation requirements, including portfolio reconciliation.
What you’ll be doing
Client Service
- Manage external requests and communications relating to the exchange of Unique Transaction Identifiers (UTIs)
- Manage external requests and communications relating to delegated reporting services and trade repository reconciliation exceptions
- Maintain effective working relationships with key stakeholders, including Compliance, Operations teams, Technology and other control functions
Performance
- Ensure reporting files and messages are submitted accurately and within regulatory deadlines
- Monitor, investigate and resolve reporting exceptions, rejections and data quality issues
- Monitor, investigate and resolve exceptions arising from internal and external reconciliations
- Monitor, investigate and resolve exceptions identified through data assurance and control checks
- Identify, investigate and escalate late, inaccurate or incomplete reporting to relevant internal stakeholders in a timely manner

Risk mitigation
- Produce clear and timely Management Information (MI) for key stakeholders and contribute to internal governance forums as required
- Continuous evaluation and improvement of the function's control framework
- Create, maintain and periodically review procedures for all activities performed by the function
- Timely escalation of all regulatory and risk incidents through the Bank's formal channels
- Capture of performance and risk indicators for Operational Risk measurement
- Perform periodic deep-dive analysis on sample data to identify potential reporting, control or compliance issues
Enabling change
- Support Change the Bank (CTB) initiatives by contributing to business requirements, test scenarios, user acceptance testing and implementation readiness activities
- Participate in industry forums, working groups and regulatory change discussions where relevant
- Proactively manage own personal development and training
- Identify opportunities for process and control enhancements and drive delivery
- Represent the function in stakeholder engagement, issue management and escalation discussions, in collaboration with the Head of Regulatory Operations
Client Assets
- Execute CASS controls in line with approved policies, procedures and regulatory requirements
- Produce and review regular MI on CASS adherence, control performance and emerging risks
- Escalate CASS risks, issues and control weaknesses to the Head of Regulatory Operations in a timely manner
What you’ll need to be successful
We’re looking for the following skills and experience. If you don’t have all of these but think you could be a good fit for the role, get in touch.
Preferred experience:
- Experience in regulatory transaction reporting within a financial services environment, preferably across one or more relevant jurisdictions
- Demonstrable experience maintaining, implementing or improving policies, procedures and controls within an Operations or regulatory control environment
- Experience in a transaction reporting, regulatory operations or control function, preferable in a financial institution or equivalent environment
- Experience preparing risk, control and performance MI for stakeholders or governance forums
Knowledge, technical skills and expertise:
- Knowledge of CASS requirements and associated operational controls is desirable
- Working knowledge of Global Markets products and trade lifecycle events
- Understanding of operational risk management techniques
- Strong Excel skills, with the ability to analyse data, identify trends and support MI production
- Ability to interpret regulatory requirements and translate them into practical operational controls
- Able to navigate complex processes, data sets and regulatory requirements
- Comfortable working with ambiguity, applying sound judgement and escalating where appropriate
