About the Role
Formed in 2018 RFL Property Services is a 100% wholly owned subsidiary of Royal Free London Foundation Trust and has embarked on a journey of transformational change in the way estate services are delivered within the NHS and deliver a ground-breaking operating model for services that overcome traditional organisational boundaries.
What are we looking for?
We are seeking a highly experienced senior reporting and analysis professional with strong analytical skills, technical expertise and leadership ability to lead our Capital reporting and analysis function. Reporting to the Deputy Director of Capital Planning & Delivery, the successful candidate will take responsibility for delivering and continuously improving Capital portfolio reporting across RFLPS and RFL Group, including ownership and further development of our digital Project and Portfolio Management (PPM) tool, strengthening delivery assurance and providing the insight needed to support decision-making on an ambitious capital programme with significant investment in digital technology, medical equipment and estates.
Main duties of the job:
- Lead the continuous improvement, configuration and roll out of the RFLPS digital PPM tool, maintaining the improvement roadmap with users, governance owners and the supplier.
- Lead the Capital reporting function, ensuring the quality, coordination and timely availability of reporting and management information supporting RFLPS and RFL Group governance processes.
- Lead project, programme and portfolio analysis, including performance, finance (ledgers, accruals, cashflow forecasts, FoT etc), cost and resource trends, providing senior management with evidence, insight and options.
- Set data-quality standards and lead data-quality assurance across the portfolio, developing meaningful KPIs and supporting programme managers to improve compliance.
- Manage the PPM tool supplier relationship and contract, monitoring supplier performance and ensuring service issues are resolved promptly and effectively.
- Provide line management for reporting and analysis staff, and design the training and adoption approach for project managers across the organisation.

What do we need?
- Relevant Masters, equivalent professional qualification or equivalent experience
- Formal qualification in project or programme management (PRINCE2 or MSP) or equivalent
- Advanced skills in Power BI and Power Query, supported by formal training or qualification
- Significant experience of using digital tools to conduct capital projects portfolio reporting and management
- Experience of working at senior level in a PMO within a large, complex organisation
- A proven leader with advanced analytical skills, highly developed communication and stakeholder management skills, and experience of managing and developing staff
- Part-qualified accountant, or equivalent finance experience, is highly advantageous
