Trans Mountain Corporation operates Canada’s only pipeline network transporting petroleum products to the West Coast. It delivers approximately 890,000 barrels of petroleum products every day through its twin pipeline network of more than 1,150 kilometers of pipelines in Alberta, British Columbia, and the State of Washington.

As a Regional Lands Representative for Trans Mountain, you will have the opportunity to work with a progressive and dynamic group of professionals in the Lands Management Service.
Role Overview:
The role of Regional Lands Representative is focused on establishing and maintaining positive relationships with landowners, land users, state and local government agencies, and other parties, negotiating and resolving various land and right-of-way issues, landowner concerns, and claims. The position also involves providing a wide range of real estate services related to the acquisition, development, and disposition of land interests for Trans Mountain’s pipelines and operations. The Regional Lands Representative also plays a key role in monitoring land use (zoning, planning, etc.), identifying and mitigating encroachments, incompatible land uses, and change-of-use triggers.
The position is based in the Puget Sound region, at our Bellingham office.
Key Responsibilities:
- Establish and maintain strong working relationships with landowners, land users, and state and local authorities.
- Work closely with management to develop effective solutions to landowner and land user issues, concerns, and challenges.
- Coordinate land access, negotiate settlements, and resolve land-related issues, including claims, conflicts, and requests for information on contractual or property rights, as well as damage prevention issues.
- Monitor changes in land use, such as zoning and land development, across the region.
- Engage stakeholders, respond to their concerns, anticipate their needs, and ensure Trans Mountain’s commitments to their milestones and objectives are met.
- Handle correspondence with stakeholders and government authorities to manage Trans Mountain’s diverse land interests.
- Communicate directly with landowners and land users regarding project details, damage prevention, and public outreach efforts, while supporting the provision of landowner information kits, mobilization procedures for new landowners, and documentation on unauthorized activities.
- Provide land use and zoning advisory services to internal and external parties, oversee the application of new permanent or temporary land rights for non-routine projects, and direct land-related permitting processes.
- Maintain open lines of communication with field operations staff, landowners, and government authorities to facilitate the effective exchange of information among all stakeholders.
- Adopt a client-focused approach and provide support services to other groups, primarily External Relations, Pipeline Maintenance, Environment, and local facility operations.

Qualifications and Professional Experience:
- University degree or diploma related to real estate, business, commerce, or social sciences, or at least 10 years of equivalent experience in the industry.
- Valid driver’s license in the State.
- Demonstrated ability to assess claims and manage conflict situations, and experience in developing effective strategies to resolve issues while maintaining positive relationships.
- Specialized experience and knowledge in handling specialized “category” land files (such as tribal lands, proximity permit land use conflicts, and regulatory regime issues) and land permits subject to federal, state, and local jurisdiction.
- Teamwork and collaboration spirit, and experience working in multidisciplinary project environments.
- In-depth knowledge of the regulatory regime specific to the Pipeline and Hazardous Materials Safety Administration (PHMSA), Washington Utilities And Transportation Commission (WUTC), and Pipeline Safety Regulations (PSR), as well as local land use and zoning laws and regulations, and ability to represent the company in public hearings related to conditional use permits and the acquisition of other land interests.
- Proven ability to make sound decisions and work effectively under pressure, with strong time management and problem-solving skills.
- Proficiency in Microsoft Office applications and experience using databases for project and land management.
- Excellent interpersonal skills and communication abilities, and capacity to work effectively with diverse stakeholders.
- Ability to analyze complex issues and implement practical and reasoned solutions.
- Strong organizational skills, attention to detail, and capacity to manage multiple priority/project requests within tight deadlines.
Working Conditions:
- You may be required to work outside regular business hours or on weekends.
- This is a field-based position. Regular travel to worksites is required; some overnight stays are also required (5-10% of the time).
Relocation Eligibility
We invite applicants who do not reside in the region where the position is located to apply. The successful candidate for this position will be required to relocate to the region where it is located and may be eligible for domestic relocation assistance.

Trans Mountain also operates on 15 First Nations reserves in the region extending from the interior of British Columbia to the Fraser Valley.
