Job Description Summary:
This is a Full Time Permanent Position
ROLE AND PURPOSE
Working within the Valuation & Consultancy team, the postholder will provide an integrated professional property advice service to other departments within Hull City Council, primarily focusing on residential valuations and working as part of a team to assist in the management of the Council’s corporate and commercial property portfolio.
The post holder will work collaboratively with colleagues to support the Council in their valuation and acquisition of existing residential properties, including private and former social housing. The role will also involve undertaking Right to Buy valuations and broader housing stock valuations. In addition, the post holder will work closely with the Valuation & Consultancy team to contribute to the development and delivery of a highly efficient, effective, and high-quality service.
They will work with the Estates Team to support the delivery of the Council’s Corporate Plan, Corporate Property Strategy, and Service Area objectives in relation to the corporate property estate.
PRINCIPAL ACCOUNTABILITIES:
- Work as part of a team to deliver an integrated professional service to the Council.
- Provide professional property advice to support the preparation of business cases, reports, and briefing papers as required to Council Committees, Council Members, the Corporate Strategy Team, and Directorates.
- To undertake negotiations on behalf of the Council for residential land acquisitions and property valuations associated with Right to Buy sales aligned to the Corporate Plan and strategic framework.
- Manage and develop comparable evidence database systems and provide timely and accurate information that contributes to the reporting system.
- To represent the Council at a diverse range of meetings & forums and to work closely with Council Service Areas to ensure the effective and beneficial use of the Council's property portfolio.
- Respond sensitively to customers and make informed and impartial decisions whilst following the Council’s policies, procedures, and legislation to manage all casework.
- Maintain the confidentiality of information in accordance with the Council’s data protections policies.
- Undertake and maintain a programme of continuing personal professional development and commercial awareness of Government policy, programmes, best practice, and law in relation to land and property, planning, finance and taxation, health and safety, and business in order to provide the Council with effective and up-to-date advice and guidance.

Additional information:
The post holder must be capable of prioritizing and managing their own workload with minimal guidance, using their own initiative in order to independently commence tasks and complete work within deadlines/targets set.
All activities must be undertaken within the parameters of the Council’s Health & Safety Policies and the quality management systems, whilst utilizing appropriate information technology systems for the management of the property portfolio to ensure regulatory/statutory compliance & provide high-quality customer service so that customer service is improved, “best value” is assured, and there is regulatory & statutory compliance.
