You will be joining a forward-thinking public sector organisation committed to delivering high-quality environmental services and sustainable waste solutions for local communities. With significant investment in waste collection, recycling, street cleansing, and environmental improvement programmes, the organisation is focused on providing excellent customer service, achieving value for money, and driving continuous improvement across its operations.

Your new role

As Resources and Recycling Contracts Manager, you will take ownership of major waste collection, waste disposal, and street cleansing contracts. You will lead a team of contract management and enforcement professionals, ensuring contractors deliver against agreed performance standards, budgets, and legislative requirements.

Key responsibilities will include:

  • Managing the performance of waste collection, waste disposal, and street cleansing contracts
  • Monitoring contractor performance against KPIs and contractual obligations
  • Managing contract risks and ensuring compliance with contract terms and council policies
  • Leading and developing contract management and enforcement teams
  • Overseeing monthly financial assessments and contract payments
  • Producing performance reports for senior stakeholders and elected members
  • Managing large revenue and capital budgets
  • Working closely with contractors, consultants, auditors, and internal stakeholders
  • Driving service improvements, operational efficiencies, and customer satisfaction
  • Supporting the delivery of strategic environmental and sustainability objectives

What you'll need to succeed

  • Proven experience managing large-scale service contracts, ideally within waste, environmental, local authority, infrastructure, or public sector environments
  • Strong contract management and supplier performance management skills
  • Experience leading and developing operational teams
  • Knowledge of contract compliance, risk management, and financial procedures
  • Ability to manage significant budgets and deliver value for money
  • Excellent stakeholder management and communication skills
  • Experience producing reports and presenting performance information to senior leaders
  • A strong understanding of customer-focused service delivery and continuous improvement principles
  • Ability to manage multiple priorities and deliver projects against programme objectives
  • HNC or Degree in Waste Management or extensive experience in waste management
  • Contract Management qualification (Desirable)
  • Project management qualification (Desirable)
