Job Description
- Lead on recruitment policy for HM Treasury. Implement a new framework for Civil Service recruitment expected in early 2027 and update policy to reflect the new framework. This will include working with people across the department to inform the approach to roll out and developing training.
- Advise seniors on resourcing policies and governance to enable the department to meet headcount targets. Implement any changes required to recruitment controls, including designing processes and communicating to the department.
- Advise hiring managers and leaders on workforce planning and resourcing decisions. This includes working with the senior Workforce Panel to agree recruitment approaches, handling resourcing policy queries and escalations, advising on the planning and terms of loans and secondments, and problem solving on unusual and senior resourcing needs.
- Lead on the redeployment of staff without a permanent role, including agreeing policy changes as required, overseeing the matching processes, and handling queries and escalations. Engage regularly with Trade Unions on the progress of redeployment and policy issues.
- Provide leadership to the operational recruitment and onboarding teams, including supporting the teams through the introduction of new systems and ways of working. The role will also include line management of at least one staff member.
- Drive innovation and continuous improvement in recruitment and onboarding, working with the HR Operations Transformation project team and team leads to identify how technology and process changes can improve efficiency.
- Support the Head of Resource and Reward in the leadership and management of the branch and participate in wider People & Capability team activities and projects as necessary.
As the role is a job share, the post holder will share the above responsibilities with an existing post holder who is 0.6 FTE. The job share vacancy will cover Monday and Tuesday as a minimum. If you would like to discuss your job pattern, please contact the hiring manager.

Qualifications
Candidates are not required to already hold a qualification but should be willing to work towards a CIPD qualification once in post.

Reserve Lists
You will be placed on a reserve list if your application is successful, but we cannot offer you a role immediately. Internal Fraud Database Check

National Security Vetting
Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks. Additionally, successful candidates will be subject to National Security Vetting. The level of security vetting required for this role is Security Check (SC).
To allow for meaningful checks to be carried out, applicants will need to have lived in the UK for at least 3 out of the past 5 years. You will be asked to provide residency information within your application form, and eligibility for national security vetting will be checked once the advert closing date has passed. In certain circumstances, for example if you have been working abroad on a government posting, a lack of residency would not be a bar to security clearance however the Department will need to consider eligibility on a case-by-case basis once the advert closing date has passed.
