Resourcing Manager
Start Date: November 2026
Location: Romsey (Hybrid, with a minimum of 2 days per week Onsite)
Duration: 6 months
IR35: Inside IR35
Day Rate: £340 per day to the agency
Clearance: SC preferred, but not essential to start. Successful applicants will be required to undergo BPSS clearance.
The Role
We are looking for an experienced Resourcing Manager to join a central Resource and Operations Team, helping ensure the right people and skills are aligned to the right projects at the right time.
This is a hands-on operational resourcing role within a technology-focused, project-driven environment. You will work closely with project, resource and line management teams to understand demand, identify available talent and make effective resourcing decisions, often within tight timescales.
The role would suit someone with experience managing resources within a Professional Services, Consulting, Engineering, Technology or other matrix-based organisation, particularly where priorities can change quickly and multiple projects compete for specialist skills.
Key Responsibilities
- Partner with key stakeholders to understand current and future project resource requirements.
- Identify and allocate suitable people from across the business to project assignments based on skills, availability and project needs.
- Manage competing resource demands and priorities, making pragmatic decisions to ensure projects are appropriately staffed.
- Support the resourcing of short-turnaround bids and new project opportunities.
- Work closely with fellow Resource Managers and Line Managers to balance project requirements with individuals' skills, career development and professional aspirations.
- Build strong working relationships with stakeholders across the business and provide effective challenge where required.
- Resolve resource conflicts and identify practical solutions to meet business and project requirements.
- Maintain a clear view of resource availability, demand and utilisation.
- Contribute to effective resource planning and reporting across the organisation.

Skills & Experience
We are particularly interested in candidates with:
- Proven experience in resource management or operational resourcing, ideally within Professional Services or another technical/matrix organisation.
- Experience of tactical resourcing, allocating people to projects and responding to rapidly changing requirements.
- Strong stakeholder management and relationship-building skills, including the ability to influence and challenge effectively.
- Excellent prioritisation, organisation and time-management skills.
- Strong problem-solving and conflict-resolution abilities.
- The ability to work effectively under pressure and manage tight deadlines.
- Experience working in a fast-paced, changing environment where priorities can shift quickly.
- Good judgement and the ability to balance the needs of individuals, customers and the wider business.
- Excellent written and verbal communication skills.
- A proactive, resilient and self-starting approach.
- The ability to work collaboratively as part of a wider team while also managing your own workload and priorities.

Desirable Technical Skills
The following experience would be beneficial:
- Strong working knowledge of Microsoft Office, particularly Excel.
- Experience using Power BI or other dashboard/reporting tools.
- Good knowledge of Microsoft Teams and Microsoft 365 applications.
- Experience using ProFinda or another resource management/workforce planning platform.
Experience with ProFinda is not essential - candidates who have used other resource management systems are encouraged to apply, and training can be provided.

We're looking for a confident and commercially minded resourcing professional who enjoys solving problems, working with people and making things happen.
You should be comfortable operating across multiple priorities, influencing stakeholders at different levels and making sound resourcing decisions in a fast-moving environment. Most importantly, you'll bring a collaborative and proactive approach, with the judgement to balance business requirements with the needs and development of individuals.
