Job Description
The Responsible Individual (RI) will provide strategic leadership, governance, and regulatory oversight across a growing group of EBD Residential Children's homes.
The RI will have oversight of the services, ensuring the homes operate to an exceptionally high standard and meet all regulatory, safeguarding and quality requirements, operating in accordance with the Children's Homes (England) Regulations 2015, the Quality Standards, and all organisational policies and procedures.
The RI will promote a culture built on Kennedy Elliott's values, emotional steadiness, maturity, accountability, and the capacity to reflect, in which safeguarding, consistent relationships, and structured therapeutic care deliver evidenced progress and positive outcomes for the children.
The RI will be expected to develop a deep understanding of Kennedy Elliott's model of care, the 654 Framework, six whole-child domains, five developmental stages, four measurable progress indicators, and to monitor the effectiveness of its delivery across the homes, assuring that any staff member, in any home, on any shift, can describe where a child is, what they are working towards, and how progress is being tracked.
The role requires an individual who can combine strategic responsibility with strong operational oversight, providing appropriate support and challenge to Managers and ensuring that risks, areas of concern, and opportunities for improvement are identified and addressed. The RI will contribute to continuous improvement across the homes.

Core Duties
- Provide strategic governance and oversight across multiple homes.
- Understand Kennedy Elliott's model of care, the 654 Framework, and monitor the effectiveness of its delivery across all homes, ensuring keywork tracks and evidences each child's progress at every stage.
- Ensure homes consistently meet Ofsted, regulatory, safeguarding, and quality requirements.
- Provide effective oversight, support, and professional challenge to Registered Managers and senior leaders.
- Monitor safeguarding, risk, quality, and compliance across the homes, taking action where required.
- Review performance, audits, and quality assurance activity to identify risks, trends, and areas for improvement.
- Drive continuous improvement, ensuring high standards of care, robust governance, and effective organizational policies and procedures.
- Promote a strong culture of safeguarding, positive relationships, consistent, and therapeutic care, with the wellbeing and outcomes of children at its centre.
- Maintain effective relationships with Ofsted, placing authorities, and other key professional and regulatory stakeholders.
Essential Criteria
- Previous experience in a senior leadership or Responsible Individual role within children’s residential care.
- Strong knowledge of Ofsted requirements, Children’s Homes (England) Regulations 2015, Quality Standards, and safeguarding children.
- Proven expertise in leadership, safeguarding, risk management, governance, and quality assurance.
- Ability to provide effective oversight, challenge, and support to Registered Managers and senior leaders.
- Excellent communication and stakeholder management skills, including experience working with Ofsted and placing authorities.
- Strong professional judgement, accountability, resilience, and commitment to achieving positive outcomes for children.

Salary: £65K – 85K, depending on experience
Hours: 40 hours per week
Location: Hybrid with travel across London and possibly Brighton.
