Baily Garner is seeking a qualified and motivated Retrofit Assessor to join our growing Retrofit team based at our Eltham Head Office.
As one of the UK's leading retrofit consultancies, we provide end-to-end PAS 2035 services for local authorities, housing associations, and private sector clients. Retrofit Assessment forms a pivotal part of our service offering, providing the foundation upon which compliant retrofit designs and coordinated solutions are developed.
The successful candidate will primarily support the delivery of Social Housing Fund (SHF) Wave 3 programmes across Greater London and the South East, carrying out high-quality Retrofit Assessments and producing accurate PAS 2035-compliant assessment reports using the Elmhurst platform.
Working as part of an established multidisciplinary team, you will collaborate closely with Retrofit Coordinators, Retrofit Designers, Building Surveyors, and an experienced administration support team to deliver large-scale decarbonisation programmes that improve the energy efficiency of homes and help clients achieve their Net Zero ambitions.
Key Responsibilities
- Undertake PAS 2035-compliant Retrofit Assessments across a range of domestic property types.
- Complete occupancy assessments, condition surveys, and building fabric inspections.
- Collect accurate property data required to support retrofit design and coordination activities.
- Identify building defects, maintenance issues, ventilation concerns, and other factors that may influence retrofit proposals.
- Produce high-quality assessment reports and supporting documentation using the Elmhurst platform.
- Maintain compliance with PAS 2035, TrustMark requirements, and internal quality assurance procedures.
- Liaise with Retrofit Coordinators, Retrofit Designers, and clients to ensure assessment information is complete and accurate.
- Manage a personal workload to achieve project delivery targets and programme deadlines.
- Ensure site inspections are undertaken safely and in accordance with company health and safety procedures.
- Contribute to continuous improvement initiatives, sharing knowledge and best practice across the retrofit team.

Typical Working Week
The role offers a balance between site-based and office-based activities.
A typical week will include:
- Three days undertaking site surveys and Retrofit Assessments.
- Two days in the office completing reports, reviewing data, and supporting project delivery activities.
Most projects are located across Greater London, although travel throughout the South and South East of England may occasionally be required.

Essential Skills/qualifications
Essential Requirements
- Qualified Retrofit Assessor (Level 3 Award in Domestic Retrofit Assessment or equivalent).
- Relevant accreditation through Elmhurst or another recognised accreditation body.
- Understanding of PAS 2035 requirements and retrofit processes.
- Experience undertaking domestic property surveys.
- Strong report-writing and data management skills.
- Good knowledge of residential construction and common building defects.
- Full UK Driving License, access to a vehicle, and willingness to travel to project sites.
- Strong communication and organisational skills.
- Ability to work independently while contributing to a wider team environment.

Desirable Requirements
- Experience delivering assessments on SHDF/SHF, ECO, HUG, or other funded retrofit programmes.
- Knowledge of social housing stock and retrofit delivery challenges.
- Building surveying, construction, property, or energy-related qualifications.
- Experience using the Elmhurst platform.
- Experience working within PAS 2035 retrofit teams.
