Job Title: Retrofit Programme Manager
Rate: £400-£450 per day Umbrella
Directorate: Inclusive Economy & Housing
Service Area: Housing Services / Climate Action
Location: London Borough of Newham (Hybrid Working)
Term: Temp - 3 months initially
Our client is seeking an experienced Retrofit Programme Manager to join their dynamic team dedicated to creating warmer, healthier, and more energy-efficient homes for residents. This is a unique opportunity to lead impactful programmes that enhance energy performance, reduce carbon emissions, and prepare housing stock for future environmental standards.
Key Responsibilities

Programme Delivery:
- Lead and coordinate retrofit and housing improvement programmes from planning to completion.
- Manage large-scale property survey programmes, including EPC (Energy Performance Certificate) surveys.
- Oversee environmental sensor installation projects across the housing stock.

Project & Contract Management:
- Procure and manage consultants, contractors, and specialist service providers.
- Monitor programme performance, budgets, and delivery milestones.
- Ensure timely and quality delivery of projects while maintaining accurate documentation.

- Stakeholder Engagement:
- Collaborate with internal teams, delivery partners, and funding bodies.
- Engage residents and communicate technical information clearly.
About You
The ideal candidate will possess:
- Strong knowledge of housing, sustainability, and energy efficiency principles.
- Proven experience in managing housing or sustainability projects.
- Excellent analytical and communication skills.
- A degree in a relevant field or equivalent experience.
