Founded in 2011 under the brand Simply Blue Group, Simply Blue Energy (SBE) was formally established in 2025 to recognise Kansai Electric Power Co., Inc.’s (“KEPCO”) Share Subscription Agreement with Simply Blue Energy (OSW) Ltd, the offshore wind division of Simply Blue Group.
Our offshore wind portfolio comprising 12 GW of fixed and floating offshore wind includes Erebus, a 100 MW test and demonstration project, which was awarded a Contract for Difference (CfD) in 2026. Purpose of the role:
Erebus is a world leading 100 MW test and demonstration floating offshore wind project located off the coast of Pembroke and is being developed by Simply Blue Energy’s Blue Gem Wind project company. Erebus was awarded a CfD in Allocation Round 7 and as a fully consented project now enters late-stage development, targeting a COD in 2030. The project is progressing through project finance structuring towards Financial Close.
The Risk and Change Manager will be primarily seconded into the Erebus project, where they will support the project now and into execution. The role will integrate project risk, design risk, CDM and change management across the project.
Within Erebus, the role will lead the effective management of project risk, design risk, CDM and change, ensuring that safety, compliance, effective risk management and robust change control are embedded throughout the design and project lifecycle. The role will support Blue Gem Wind in discharging its responsibilities as Client and Principal Designer, ensuring compliance with the CDM Regulations and that design risks are identified, assessed, communicated and managed effectively.
Working collaboratively with designers, contractors and internal stakeholders, the role will ensure that project risks and changes are identified early, appropriately assessed and reflected across project documentation, programmes, budgets, risk registers and strategic decisions. A key focus will be embedding a proactive approach to design risk and change management, ensuring that potential impacts are identified early, appropriately challenged and that robust decisions are made, recorded and implemented.

Alongside its primary focus on Erebus, the role will contribute to the wider PES function, sharing expertise, lessons learned and best practice to strengthen risk, design risk and change management capability across other projects and the wider organisation.
Key Responsibilities:
Project & Commercial Risk Management
- Manage programme risk, maintaining visibility of schedule-critical risks (e.g. contractor delay, consenting timelines, certification sequencing) and their interface with the project's critical path/decision calendar
- Own and maintain the project risk register, ensuring risks are identified, scored, owned, and mitigated across all workstreams (commercial, technical, consenting, land, finance).
- Facilitate regular risk workshops with workstream leads (i.e. commercial, procurement, technical, consenting, HSE) and report risk exposure to the Project Director and Board.
- Track contingent liabilities and contractual risk mechanisms (e.g. guarantees, liability caps, indemnities) across key project agreements, and their interaction with the project risk profile. Support bankability risk assessments, including negative pricing exposure, AEP revision risk and certification timing risk.
Design Risk Management
- Lead design risk reviews across the Design Basis (Parts A–D framework) and procurement process, working closely with the technical teams.
- Act as the interface between design risk (technical uncertainty, WTG type certification, mooring/foundation design maturity) and the commercial risk register — ensuring design risks are translated into health & safety, schedule and cost exposure.
- Support the Principal Designer and other CDM duty holders to design out risk in line with CDM and health & safety regulations through FEED and into detailed design.
- Coordinate with certifying bodies and technical advisors (e.g. BV) on residual design risk sign-off.
Change Management
- Design, implement and administer the project's change control process, ensuring all scope, schedule, cost or contractual changes are captured, assessed and approved through a consistent governance route.
- Assess change requests for downstream impact on risk register, contingency, and critical path.
- Maintain a change log with clear audit trail for board and JV partner reporting.
- Work with procurement and contracts teams to ensure change is reflected accurately in contractor variations and payment milestones.
Governance & Reporting
- Prepare risk, design risk and change content for monthly project reports, board packs and JV partner updates.
- Present at board-level and stakeholder forums as required (e.g. bankability workshops, lender due diligence sessions).
- Maintain risk and change management tools/systems and ensure version control and document integrity across SharePoint/Teams.

Experience and Qualifications:
Required:
- Engineering Degree with at least 5 years' experience in project risk and/or change management on major infrastructure, energy, or offshore projects through FEED through to Financial Close.
- Experience across risk, design risk, CDM and change management.
- Familiarity with project, risk and design control systems.
- Knowledge of relevant UK regulatory, CDM and design management requirements.
- Strong understanding of engineering design processes, with the ability to assess and challenge complex technical information and deliverables.
- Excellent organisational and time-management skills.
- Ability to communicate complex technical information clearly.
- Ability to work effectively with, coordinate and manage multiple internal and external stakeholders.
- Ability to work effectively as part of a multidisciplinary team.
- Fluent in written and spoken English.
- Proficient in Microsoft Office
Desired:
- Professional membership of a relevant institution.
- Relevant CDM, design risk, risk management or change management qualifications.
- Experience facilitating HAZID, design risk and multidisciplinary risk workshops.
- Experience working with interfaces across complex offshore wind projects.
- Experience with value engineering, design development and change impact assessment.
- Knowledge of offshore wind construction, operations and maintenance risks.
