The Chief Finance Officer (CFO) Group plays a vital role in supporting the effective and secure operation of HMRC. We provide expert Commercial, Finance, Banking, Risk, Control, Financial Accounting and Internal Audit services, enabling the department to deliver its priorities with confidence.
Across HMRC, we provide the foundations that support revenue collection, benefit delivery, supplier payments and the management of public funds, ensuring strong financial stewardship and robust governance. We are central to both the day-to-day running of the department and the delivery of HMRC's future ambitions, helping to set direction, drive continuous improvement and support transformational change.
The Risk, Control and Financial Accounting (RCFA) Directorate is part of the CFO Group and comprises around 350 colleagues located across multiple sites. RCFA is responsible for financial accounting, governance, risk management, assurance, internal controls, fraud prevention, finance systems, accreditation, finance data and finance processes across HMRC. The Directorate also sets and maintains HMRC's risk management standards and framework.
This role sits within the HMRC Risk Strategy and Standards Tooling Team, which is responsible for developing and enhancing risk management capability across the department. The team is leading the delivery of a new Enterprise Risk Management (ERM) tool, planned for implementation in 2027, which will strengthen enterprise risk management, improve reporting and enhance second-line assurance across HMRC.
Job Description
This is an exciting opportunity to join a team operating at the heart of HMRC's governance and decision-making framework.
As a Risk and Control Senior Officer, you will play a key role in supporting HMRC's ability to deliver its objectives by helping to strengthen organisational resilience, improve risk management capability and enable informed decision-making at all levels of the organisation.
You will support the delivery of HMRC's Risk Management Strategy and associated improvement plans, working collaboratively with colleagues across the department to embed best practice risk management and ensure alignment with HM Treasury's Orange Book principles and the Chief Risk Officer's vision.
The role involves building effective relationships with risk owners, the wider HMRC risk community, Agencies and Arm's Length Bodies, providing expert advice and support to help identify, assess and manage significant risks.
You will also act as a subject matter expert on risk management standards, ensuring that major change initiatives comply with HMRC's risk management framework. Working closely with programme and project teams, you will support the successful delivery of change through HMRC's End-to-End Change Lifecycle (E2ECL), the department's framework for designing and implementing significant organisational change.
As part of this responsibility, you will contribute to controls accreditation activities, ensuring that governance and assurance requirements are appropriately considered at key stages of change delivery.

Person specification
You will report to one of the Risk and Control frameworks Leads within the RSST led by Head of Risk Standards Strategy and tooling.
Duties will include.
- Proactive engagement with Project Programme Leads to ensure appropriate risks and controls are embedded within change initiatives by providing capability to senior stakeholders.
- You will provide necessary challenge to senior stakeholders Projects and programmes do not achieve necessary Risk and Control standards and report up to senior leads.
- Leading on initiatives (Ad-Hoc) to support the delivery of HMRCs risk management strategy including a project to shape HMRC's control landscape to develop a key/material control register in turn supporting 2LOD priorities.
- Provision of appropriate reports to senior stakeholder groups including ExCom, CFO Senior Leadership Team (SLT), RCFA SLT and Process Risk and Control Board.
- Providing support and cover to the risk and control framework lead to drive initiatives that improve on HMRCs risk strategy.
- Driving the development of an Orange Book compliant risk management framework.
- Supporting the delivery of outcomes in line with Chief Risk Officer's vision by developing and implementing risk guidance and tools.
- Maintaining strong relationships with other governance processes to ensure risk management advice is aligned with organisational objectives and priorities and takes account of wider organisational and external contexts.
- Ensuring expert advice and upskilling delivered by the risk team promotes improved risk maturity.
- Building strong risk community relationships, through proactive and targeted engagement with and across the organisation, including Agencies and Arm's Length Bodies.
- You will link up with the wider HMRC Risk community to support and offer insight on initiatives and share best practice.
Essential criteria
- Proven experience in risk management and governance within complex organisations.
- Strong analytical and reporting skills, able to produce clear, persuasive risk insights.
- Ability to influence and build relationships with senior stakeholders.
- Understanding of governance frameworks and strategic risk alignment.
- Excellent communication skills, both written and verbal.
Desirable Criteria
- Achieved or working towards risk management qualifications, such as: OGC Management of Risk (Foundation or Practitioner), IRM Fundamentals of Risk Management, IRM Certificate in Enterprise Risk Management (or equivalent).
- Achieved or working towards: Relevant professional qualification (such as qualified with CCAB, CIMA or equivalent).
- Experience working in a large organisation or public sector environment.
- Knowledge of HMRC operations or similar governance structures.
- Knowledge of HMRCs End to End Change Lifecycle.
Additional Security Information
Please note that if you are appointed to 100 Parliament Street, as a condition of working in this location you will be required to obtain Counter Terrorist Check (CTC) level clearance.
To obtain this level of clearance, you will normally need to meet the minimum UK residency period, which for CTC is 3 years UK residency prior to your vetting application.
You may not be able to start in the location until clearance is granted.
