About The Role
The HR Risk, Compliance & Policy Manager plays a critical role in strengthening the governance, risk management and compliance framework across the global HR function. The role is responsible for identifying, assessing and mitigating people-related risks, ensuring compliance with internal policies, external regulations and control requirements, and maintaining an effective global HR policy framework.
Operating within a complex, global and highly regulated environment, the role provides subject matter expertise across HR governance, risk, compliance, controls and policy management. The role supports the development of a strong risk and compliance culture across HR whilst enabling the function to deliver its strategic objectives in a compliant and sustainable manner.
Key Responsibilities
Policy & Governance
- Own the governance framework for HR policies, standards and procedures globally.
- Partner with HR Centres of Excellence to develop, review and maintain global policies aligned to legal, regulatory and business requirements.
- Establish processes for policy approval, implementation, exception management and periodic review.
- Monitor compliance with HR policies and identify areas requiring remediation or improvement.
- Develop governance forums and decision-making frameworks to support consistent HR practices globally.
- Maintain HR governance documentation including delegated authorities, control ownership and accountability frameworks.
Risk Framework & Governance
- Support the development and continuous improvement of the HR Risk & Controls Framework in alignment with enterprise risk standards.
- Maintain the global HR risk register, ensuring risks are clearly defined, assessed, and regularly reviewed.
- Drive consistency in risk identification, assessment, and documentation across global HR teams.
- Facilitate risk workshops with key stakeholders across HR.

Controls & Assurance
- Design and oversee key HR controls across the different areas of HR e.g. payroll, employee relations, recruitment, and HR data privacy.
- Assess control effectiveness and support remediation of identified gaps.
- Partner with Internal/External Audit and Compliance to support audit activity and action tracking.
- Monitor and report on Key Risk Indicators (KRIs).
Compliance & Regulatory Oversight
- Provide oversight of HR compliance obligations across the employee lifecycle, including recruitment, employee relations, reward, payroll, mobility, data privacy and workforce restructuring.
- Monitor emerging regulatory developments and assess implications for HR policies, processes and controls.
- Partner with Legal, Ethics & Compliance, Internal Audit and Data Privacy teams to manage compliance risks.
- Support investigations, compliance reviews and regulatory enquiries where required.
- Develop and monitor compliance metrics, dashboards and management reporting.
- Drive remediation of identified compliance gaps and control weaknesses.
Risk Reporting & Governance Forums
- Produce high-quality risk reporting for senior stakeholders.
- Support HR Risk Forums including agenda, reporting packs, and action tracking.
Stakeholder Engagement
- Partner with HR teams and Risk stakeholders to embed risk management practices.
- Develop relationships with key stakeholders in the wider Haleon team e.g. Finance, Internal Audit and Compliance.
- Provide guidance and constructive challenge.
- Act as a trusted advisor to HRLT and HR leadership teams on people risk, compliance and governance matters.
- Challenge business decisions constructively where risk, policy compliance or governance concerns exist.
- Build organisational capability through training and awareness programmes relating to HR controls, policy compliance and risk management.
Projects & Transformation
- Provide risk input into HR transformation initiatives.
- Embed risk considerations into change programmes.
Skills & Experience
- Significant experience within HR, HR Operations, Employee Relations, Compliance, Governance, Risk Management, Internal Audit or a related discipline.
- Strong understanding of core HR processes and the employee lifecycle.
- Experience developing, implementing and governing HR policies and procedures.
- Strong understanding of employment law and regulatory requirements affecting global HR functions.
- Experience operating within a governance, risk and compliance (GRC) environment.
- Ability to balance commercial objectives with regulatory, policy and reputational risk considerations.
- Experience leading cross-functional projects involving HR, Legal, Compliance, Payroll, Finance and Technology stakeholders.
- Understanding of HR control frameworks, SOX controls and audit methodologies.
- Experience working within large multinational or highly regulated organisations.

Preferred
- Experience in HR Governance, Employee Relations, HR Operations, Compliance, Risk Management, Policy Development, Internal Audit or Operational Excellence.
- Experience within a consumer healthcare, pharmaceutical, FMCG or similarly regulated environment would be advantageous.
