Role Overview
We are seeking an experienced Risk Manager to support a confidential strategic transformation programme to establish a licensed European banking entity for the Bank’s Capital Markets business.
The role will support the development and implementation of the risk management and governance framework, ensuring appropriate processes, controls and regulatory requirements are identified and embedded across the new entity.

Key Responsibilities
- Lead and support risk gap analysis and regulatory gap assessments, identifying gaps against regulatory requirements and the target operating model.
- Develop and embed appropriate risk management processes, policies, governance arrangements and controls.
- Identify, assess and monitor risks, issues, dependencies and control weaknesses, ensuring appropriate mitigation and escalation.
- Provide risk input into the design of the target operating model, regulatory submissions, policies, procedures and governance frameworks.
- Work closely with Risk, Compliance, Legal, Finance, Treasury, Technology, Operations and Capital Markets stakeholders.
- Support the establishment of appropriate risk ownership, reporting, escalation and governance structures.
- Provide risk oversight across programme workstreams and ensure regulatory and risk requirements are appropriately incorporated.
- Support the transition from programme implementation into business-as-usual risk management.

Experience
- Proven experience in risk management within banking, financial services or a regulated environment.
- Strong experience with risk frameworks, processes, controls and governance.
- Experience in risk and regulatory gap analysis and control assessments.
- Experience working on regulatory change, transformation or banking implementation programmes.
- Strong stakeholder management and ability to challenge and influence senior stakeholders.
- Experience in Capital Markets, banking or establishment of a regulated entity desirable.
