Job Description

Job Title: Risk Manager

Contract Type: Permanent

Salary: £59,695 (£65,978 is achieved after 12 months successful performance in the role)

Working Hours: 35 hours per week

Working Pattern: Monday to Friday

Location: Liverpool / Hybrid

The Difference You Will Make as Risk Manager

In this role you will be reporting to the Director of Governance and Assurance. The Risk Manager leads the development, embedding, and continuous improvement of an effective risk management framework across the Group, adopting the principles of Enterprise Risk Management. The postholder will provide the framework to ensure that risks are identified, assessed, and managed in line with the organisation’s risk appetite, and that the Board and Committees receive high-quality assurance and insight to support risk management. The role will act as a trusted adviser to senior leaders, supporting the organisation to maintain strong governance, regulatory compliance, and a positive risk-aware culture.

About You

We are looking for someone with:

  • Experience of operating within a risk management, audit, or governance function in a regulated environment
  • Experience of developing or embedding risk frameworks and assurance processes
  • Experience of working with Boards and senior stakeholders
  • Strong understanding of:
    • Enterprise risk management principles
    • Internal controls and assurance frameworks
    • Governance and regulatory requirements
  • Ability to influence and challenge constructively at senior levels

Role Profile

Enterprise Risk Management

  • Lead the design, implementation, and ongoing development of the Group’s risk management framework, ensuring alignment with regulatory expectations and best practice.
  • Maintain oversight of the strategic and operational risk registers, ensuring consistency, accuracy, and appropriate challenge.
  • Ensure risk appetite and tolerance are clearly articulated and embedded in organisational decision-making.
  • Facilitate regular risk review sessions with Executive Directors and senior management teams.

Risk Reporting & Governance

  • Produce and present timely, accurate, and insightful risk reports for:
    • Board
    • Group Audit & Risk Committee
    • Operational committees
    • Executive Directors
  • Provide clear analysis of:
    • Emerging risks
    • Risk trends
    • Control effectiveness and assurance strength
  • Ensure reporting supports compliance with the Regulator of Social Housing and other statutory requirements.

Embedding Risk Culture

  • Promote a strong risk-aware culture across the organisation.
  • Develop and deliver training, guidance, and tools to support colleagues in managing risk effectively.
  • Provide advice and constructive challenge to colleagues to ensure risks are appropriately identified and managed.

Assurance Framework & Controls

  • Support the development and implementation of an integrated Business Assurance Framework, aligned to a three lines model, working collaboratively across the organisation and in particular with the Compliance and Corporate Assurance Team.
  • Review the effectiveness of key controls and the strength of internal and external assurance and ensure that weaknesses are identified and addressed in a timely manner.

Regulatory Compliance & Horizon Scanning

  • Maintain awareness of regulatory, legislative, and sector developments, providing advice on impact and required actions.
  • Support the organisation to meet its obligations in relation to its regulatory requirements and broader legislation.
  • Lead or contribute to horizon scanning to identify emerging and strategic risks.

Strategic & Project Risk Support

  • Provide specialist input into strategic initiatives and major projects, ensuring risks are appropriately identified and managed.
  • Support business planning processes by ensuring key risks and mitigations are fully considered.

Board & Committee Support

  • Act as a key point of contact for the Group Audit & Risk Committee, supporting effective oversight of risk.
  • Contribute to Board and Committee development by providing insight on:
    • Risk management
    • Risk appetite
  • Translate complex risk information into clear, accessible insight for non-executive audiences.

Other Responsibilities

  • Work with colleagues across the wider Strategy and Communications directorate to develop a positive culture of support and collaboration, contributing proactively to team meetings and events.
  • Ensure that all work is undertaken in a way which supports and promotes Riverside’s Values, and reinforces The Group’s commitment to equality, diversity, and inclusion.
  • To fulfil the requirements of this role, you will be required to work flexibly during the hours of operation. Respond flexibly to any necessary changes in work priorities and undertake other duties when required to support the effective operation of the service.

Person Specification

Essential

  • Experience of operating within a risk management, audit, or governance function in a regulated environment
  • Experience of developing or embedding risk frameworks and assurance processes
  • Experience of working with Boards and senior stakeholders
  • Strong understanding of:
    • Enterprise risk management principles
    • Internal controls and assurance frameworks
    • Governance and regulatory requirements
  • Ability to influence and challenge constructively at senior levels
  • Customer focused with excellent written and verbal communication skills, with the ability to develop proposals and to work at all levels within the business.
  • Excellent attention to detail with the ability to work under pressure, deliver to strict deadlines, and manage conflicting priorities
  • Results driven with strong analytical skills, including the ability to critically analyse complex information, and experience of providing meaningful management information
  • Ability to work using own initiative and independently propose solutions to issues identified
  • Excellent team player who can work flexibly to meet business requirements
  • Commercially aware with a focus on continuous improvement and the ability to drive change
