About the Role
We are looking for an experienced and motivated Risk Manager - Highway Construction & Inspection to join our Highways Asset & Business Team.
This is a key role within Gloucestershire Highways, responsible for ensuring that the County Council and its contractors comply with the Construction (Design and Management) Regulations 2015 (CDM) and that our statutory duties under the Highways Act are met through effective highway safety inspection and maintenance regimes.
As the Council's CDM Lead, you will oversee all aspects of the Council's legislative responsibilities relating to highway construction and inspection activities. Working closely with senior managers, project teams, contractors and stakeholders, you will provide expert advice, lead audits and assurance activities, manage compliance risks, and help ensure that health, safety and legal obligations are embedded throughout the delivery of our highways programmes.

About the Team
The Highways Asset & Business Team provides essential support to the delivery of Gloucestershire's highway services. We oversee a range of contracts, including Term Maintenance, Professional Services, Structural Maintenance and Street Lighting, ensuring effective governance, compliance and continuous improvement.
Our team plays a vital role in contract monitoring, auditing, risk management, stakeholder engagement and the development of systems and processes that support the efficient delivery of highway services.

About You
You will be an experienced manager with a strong background in construction, highways, health and safety, risk management or a related discipline.
You will be:
- A proactive and solution-focused professional with excellent organisational and analytical skills.
- Commercially aware, with experience of managing risk and compliance across complex projects and contracts.
- An effective leader, capable of influencing and working collaboratively with internal and external stakeholders.
- Confident in providing assurance, guidance and advice to senior managers and project teams.
- Experienced in auditing, monitoring and reporting against legal, contractual and performance requirements.
- Experienced in preparing technical reports, witness statements and evidence for legal proceedings.
- Confidence in presenting evidence and representing an organisation in court or at formal hearings.
- Able to manage competing priorities and deliver high-quality outcomes in a fast-paced environment.
- A strong communicator with excellent written and verbal skills and a keen eye for detail.
Experience of CDM Regulations, highway construction activities, safety inspections, contractor management and governance processes would be highly advantageous.
