Who We Are
Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Role: Risk & Value Manager
Salary: £55,596 to £65,966 per annum
Location: Manchester, Leeds, or York
Contract Type: Full time - Permanent
Office Requirement: Hybrid / 3 days per week (across route as needed)
About The Role
To provide specialist Risk and Value Management (R&VM) assurance and support service to project and programme teams. To drive and embed R&VM Culture across the project and programme community and increase R&VM maturity.
Some Of The Key Accountabilities Of This Role Are
- Provide leadership and guidance in the concept of R&VM, maintaining their appropriate and effective application to all stages of the project lifecycle.
- Deliver Level 1 Assurance activities as specified by the Principal R&V Manager.
- Manage &/or deliver specialist R&VM support services as dictated by the R&VM maturity of the project community.
- Actively promote R&VM culture and improve R&VM competency across the project and programme management community.
- Monitor the output of others who undertake such R&VM activities to monitor competence, consistency and compliance with Network Rail procedures and provide assurance.
- Manage the buying in of external R&VM support where necessary and that these are delivered to required quality standards.
- Maintain a robust view of required levels of R&VM services and assure that suitably qualified & experienced resource is available to meet these requirements.
- Drive the implementation of ER&VM framework across their area.
- Provide quantitative future-focused outputs to provide insights to decision makers (QCRA / QSRA)

We Need You To Have
- Competent in all aspects of project and business risk management facilitation
- Able to build complicated cost, schedule and business risk models in a number of applications
- Be classed as a "Specialist" in the Leadership Competencies or be capable of attaining this level within a defined period.
It Would Be Advantageous If You Have
- Membership of the Institute of Risk Management or Association for Project Management Risk Practitioner
- Experience in Network Rail's project management processes and procedures.

Your Experience And Skills
We're looking for a proactive and influential Risk & Value professional who can help drive risk maturity across a major infrastructure programme. The ideal candidate will bring strong experience in both qualitative and quantitative risk management, with the ability to facilitate effective risk discussions, challenge assumptions, and provide clear insight to decision-makers. They will be highly competent in developing and interpreting Quantified Cost Risk Analysis (QCRA) and Quantified Schedule Risk Analysis (QSRA), translating complex outputs into meaningful recommendations. Equally important is their ability to build strong relationships, influence stakeholders at all levels, and champion a positive risk and value management culture across the programme.
