About The Role
The East Coast Digital Programme is a £2bn, industry-leading programme that is revolutionising the East Coast Main Line through the deployment of digital signalling technology (ERTMS/ETCS). As a cross-industry partnership involving more than 30 organisations, it is delivering a safer, more reliable, greener, and higher-performing railway - setting the blueprint for how digital transformation will be delivered across the national network.
We are recruiting for a Risk & Value Manager to join the East Coast Digital Programme (ECDP) within the Programme Services Team.
In the Risk & Value Manager role, you will deliver specialist RAIDO management and assurance services that support the project and programme teams by implementing effective RAIDO management activities to reduce exposure and uncertainty in the programme. You will achieve this by supporting the development and implementation of best practice RAIDO management approaches and systems, facilitating workshops, and engaging with stakeholders to ensure effective implementation.
This role can be based in York, Derby or London.
Key Accountabilities
- Provide leadership and guidance in the concept of R&VM, maintaining their appropriate and effective application to all stages of the project lifecycle.
- Deliver Level 1 Assurance activities as specified by the Principal R&V Manager.
- Manage &/or deliver specialist R&VM support services as dictated by the R&VM maturity of the project community.
- Actively promote R&VM culture and improve R&VM competency across the project and programme management community.
- Monitor the output of others who undertake such R&VM activities to monitor competence, consistency and compliance with Network Rail procedures and provide assurance.
- Manage the buying in of external R&VM support where necessary and that these are delivered to required quality standards.
- Maintain a robust view of required levels of R&VM services and assure that suitably qualified & experienced resource is available to meet these requirements.
- Drive the implementation of ER&VM framework across their area

Essential Criteria
- Competent in all aspects of project and business risk management facilitation
- Able to build complicated cost, schedule and business risk models using industry recognised software / databases to run Quality Risk Assessments (such as ARM, @Risk and Safran)
- Be classed as a "Specialist" in the Leadership Competencies or be capable of attaining this level within a defined period.
Desirable Criteria
- Membership of the Institute of Risk Management or Association for Project Management Risk Practitioner
- Experience in Network Rail's project management processes and procedures
- Qualification in RAIDO management or equivalent experience
- Experience of identifying improvements or maturing RAIDO services, tools or processes

Salary: £55,596 to £67,813 per annum..
