Location: London / Croydon – Hybrid

Rate: £585–£630 per day

IR35: Inside IR35

Clearance: Active SC Security Clearance required

We’re working with a leading global consultancy supporting a major central government transformation programme. This is an opportunity to play a key role in shaping how a complex transformation is prioritised, costed and delivered, ensuring investment decisions are supported by clear evidence, robust financial modelling and a strong understanding of business value.

As the Roadmap, Value & Modular Costing Lead, you’ll be responsible for developing a sequenced and costed implementation roadmap, breaking the transformation into practical delivery packages and applying clear prioritisation criteria across benefit, feasibility, cost and risk.

What you’ll be doing

  • Develop and maintain a sequenced transformation roadmap aligned to strategic priorities and desired outcomes.
  • Build modular delivery packages, defining scope, dependencies, costs, benefits and delivery considerations.
  • Apply transparent prioritisation criteria across benefit, feasibility, cost and risk.
  • Develop detailed bottom-up cost models to support transformation planning and investment decisions.
  • Assess costs, benefits and investment requirements across different transformation options.
  • Develop and contribute to investment cases, ensuring recommendations are supported by robust analysis.
  • Work with senior stakeholders and delivery teams to validate assumptions, costs, benefits and dependencies.
  • Support decision-making by translating complex financial and transformation information into clear recommendations.
  • Continuously refine the roadmap as priorities, costs, benefits and delivery considerations evolve.

What you’ll need

  • Strong experience in transformation programmes, ideally within complex public-sector or central government environments.
  • Proven experience across benefits management, costing, investment appraisal or transformation economics.
  • Strong experience building bottom-up cost models for complex programmes.
  • Experience developing investment cases and business cases to support significant transformation decisions.
  • Ability to assess and balance cost, benefit, feasibility and risk when prioritising initiatives.
  • Strong analytical and commercial skills, with the ability to turn complex information into clear recommendations.
  • Excellent stakeholder management and communication skills, including the ability to engage senior decision-makers.
  • Experience working across multiple workstreams and translating strategic objectives into practical delivery plans.
  • Active SC Security Clearance would be required.
