Intelligence Officer

Introduction to the Department

The West Midlands Regional Organised Crime Unit (ROCU WM) is a collaboration between the police forces of Staffordshire, West Midlands, West Mercia and Warwickshire. The aim of ROCU WM is to reduce the impact and increase the disruption of serious and organised crime within the region and beyond.

The Regional Economic Crime Unit (RECU) sits within ROCU WM. This is a specialist department dedicated to tackling fraud and money laundering threats and supporting the wider work of ROCU WM in line with our control strategy.

About the Role

Applications are invited for the post of Intelligence Officer within the West Midlands Regional Economic Crime Units (RECUs) proactive function.

Financial gain is the primary motivator for offenders involved in serious and organised crime. Consequently, the interception and recovery of cash and other assets is key to disrupting criminal organisations.

The proactive RECU encompasses:

  1. The Proactive Economic Crime Team (PECT), who focus on high harm/vulnerability series link fraud.
  2. The Cryptocurrency Acquisition Team (CAT), who support wider SOC activity and focus on identifying and recovering illicit funds held in crypto and disrupting illicit crypto exchanges.
  3. The Proactive Money Laundering Team (PMLT) whose primary aim is targeting the interception and recovery of cash and other assets gained through criminality, and
  4. An intelligence function supporting national priorities and the identification and development of opportunities for the PMLT, CAT and PECT.

The successful candidate will provide intelligence support to the above functions, the identification and development of opportunities for the PMLT, CAT and PECT in a highly sensitive environment.

Key Responsibilities

  • Act as professional applicant for Directed Surveillance Authorities (DSAs), while maintaining a personal knowledge of covert techniques and their application.
  • Receive, develop, research, parallel source and disseminate intelligence product to initiate and support investigations.
  • Evaluate intelligence and prepare and present intelligence assessments.
  • Comply with handling and disclosure requirements that fall within DPA, MOPI, IPA and CPIA.
  • Interrogate appropriate Force and National databases and systems to develop intelligence and conduct open-source research in accordance with NPCC guidelines.

Additional Information

Salary: Grade 6 £38,169 - £44,700.

Shift patterns: Monday to Friday 8 – 4, with some requirement for flexibility based on operational demands.

Location: Lloyd House, Birmingham, with occasional requirements to travel locations across the region.

Contract Type: Fixed Term until April 2029

Selection Process

  2. Interview - Candidates who successfully pass the application stage will be invited to attend an interview and/or assessment. This will provide you with the opportunity to demonstrate your suitability for the role.

  3. Pre-Employment Checks - If you are selected as the preferred candidate, you will be required to successfully complete relevant pre-employment checks before receiving a formal offer. For internal candidates, some checks may not be required. Checks may include:

    • Vetting Checks - You must successfully complete the required level of Management vetting and Security clearance before starting the role. This may include providing information relating to your background and financial history as part of the vetting process.
    • Medical Checks - Appointment to this role is subject to successfully completing medical checks. This may include a drugs test and, where required, a fitness assessment.
    • Reference Checks - You will need to provide details covering at least five years of employment, education or other relevant activity history.
