RBAC Lead – Contract Opportunity
Location: Bristol – 2 days per week
Contract: Until 31 March 2027
Day Rate: £600 per day (Umbrella)
IR35: Inside IR35
Security Clearance: SC Clearance required
The Opportunity
We are currently seeking an experienced RBAC Lead to join a major enterprise transformation programme and provide authority-side leadership, governance, oversight and assurance across Role-Based Access Control and Identity & Access Management.
This is a senior role for someone who can operate confidently across business, technology, security, architecture, data, service management and delivery partners, ensuring that RBAC is designed and governed consistently across a complex technology landscape.
The successful candidate will play a key role in establishing a secure, controlled, auditable and operationally sustainable RBAC approach across multiple applications, platforms and integrations.
What You'll Be Doing
As the RBAC Lead, you will:
- Lead the overall RBAC strategy, governance and assurance approach.
- Establish and maintain RBAC principles, standards, controls and governance frameworks.
- Provide independent oversight and constructive challenge to implementation and delivery partners.
- Ensure consistency of RBAC approaches across business functions, applications and technical environments.
- Oversee the definition of Business RBAC across functional areas.
- Work closely with technical teams responsible for Technical RBAC, including privileged, integration, automated and service-support access.
- Ensure least privilege and segregation of duties are embedded within RBAC models.
- Provide oversight of IAM operations, access provisioning and automated role allocation.
- Support effective Joiner, Mover and Leaver processes.
- Oversee access reviews, audits and compliance activities.
- Ensure appropriate audit trails and evidence are maintained.
- Provide oversight of access-related security incidents and associated remediation.
- Identify and manage RBAC risks, issues, dependencies and decisions.
- Work closely with suppliers, systems integrators and delivery partners.
- Provide clear reporting, assurance and advice to senior stakeholders.

What We're Looking For
We're looking for an experienced RBAC/IAM professional with a strong background in governance, assurance and enterprise transformation.
You should have:
- Proven experience leading RBAC, IAM or access-governance activities within a complex enterprise environment.
- Strong knowledge of RBAC principles, governance and operating models.
- Experience providing leadership and assurance rather than focusing solely on technical configuration.
- Strong understanding of IAM and identity lifecycle management.
- Experience with access provisioning and automated role allocation.
- Experience overseeing Joiner, Mover and Leaver processes.
- Experience with access reviews, audits and compliance.
- Strong understanding of least privilege and segregation of duties.
- Experience working across complex technology estates involving multiple applications and integrations.
- Experience working with senior business, technology, security and architecture stakeholders.
- Experience providing governance and assurance over systems integrators or delivery partners.
- Strong risk, governance and stakeholder-management skills.
- Experience within a large-scale transformation or modernisation programme.
- Current SC Clearance.

Desirable
Experience in one or more of the following would be advantageous:
- Oracle Fusion or large-scale Oracle environments.
- ERP or corporate-services transformation programmes.
- IAM/RBAC across cloud, SaaS, data and integration environments.
- UK Government, Defence or another highly regulated environment.
- Privileged Access Management (PAM).
- Service accounts, integration identities and automated access.
- Developing RBAC governance frameworks and assurance models.
- Complex programmes involving multiple delivery partners.

This is an opportunity to take a senior authority-side position within a major enterprise transformation programme, helping shape how RBAC and IAM are governed across a complex technology estate.
You will have the opportunity to influence RBAC strategy, governance, security controls, assurance and operational readiness, working with senior stakeholders and multiple delivery partners.
This is not a hands-on RBAC configuration role. The focus is on leadership, governance, oversight, assurance and providing constructive challenge to delivery teams.
