About The Role
We are looking for an experienced and collaborative performance professional who is passionate about using data and insight to drive operational excellence across the railway. You will be a confident leader, capable of managing specialist teams and influencing a wide range of stakeholders to ensure accurate performance measurement, robust delay attribution, and continuous improvement across the route.

As Route Performance Measurement Manager, you will lead a team responsible for delay attribution, data quality and dispute resolution, ensuring performance data is captured accurately and consistently. You'll oversee complex performance regimes, provide expert guidance to key stakeholders and play a critical role in improving operational performance across the SWR & NR Wessex Integrated Business Unit.
Working closely with colleagues across Network Rail, train operators and industry partners, you'll use data-driven insights to support performance improvement, resolve complex issues and influence national delay attribution strategies.
What You'll Be Doing
- Leading a specialist performance measurement team to deliver accurate and high-quality performance data.
- Managing delay attribution and dispute resolution processes, ensuring compliance with industry standards and contractual requirements.
- Providing expert advice and support to stakeholders on performance measurement matters.
- Driving continuous improvement in data quality, reporting and performance analysis.
- Supporting business and investment decisions through the provision of robust performance information and insights.
- Leading competency development within the team to maintain high standards of performance data integrity.
- Representing the route at regional and national performance forums, helping to shape industry best practice.
Salary: 3B / £46,701-£56,963
Location: Basingstoke Rail Operating Centre
Performance Related Pay Scheme
This is a full-time permanent position.
This role requires working in the office a minimum of 3 days a week.

Your Experience And Skills
What you'll bring
We're looking for someone who can combine strong leadership skills with analytical thinking and stakeholder management expertise. You will have:
Essential
- Strong people management and leadership skills.
- Excellent negotiation and influencing abilities.
- A sound understanding of financial principles and performance measures.
- Strong analytical, numerical and problem-solving skills.
- Experience of railway operations and the wider railway industry.
- Excellent IT skills and the ability to work with complex data and modelling tools.
- The ability to prioritise effectively and deliver results within demanding timescales.
Desirable
- Working knowledge of railway contractual frameworks and performance regimes.
