About the Role
We are seeking an experienced and proactive Safeguarding Manager to join our Quality team and play a pivotal role in protecting the safety, wellbeing, inclusion and welfare of our learners and colleagues.
Internally known as the Safe and Sound Manager, this role sits at the heart of our commitment to creating safe, inclusive and supportive environments across the organisation. Safe and Sound brings together safeguarding, Prevent, e-safety, equality, diversity and inclusion (EDI), and health and safety, ensuring a joined-up approach to supporting learners, colleagues and stakeholders.
As the organisation's Designated Safeguarding Lead (DSL) for designated business areas, you will provide expert leadership across safeguarding, Prevent, e-safety and health and safety, while helping to embed a positive culture of wellbeing, safety and inclusion throughout Paragon Skills and Shaping Lives.
This highly collaborative role requires a confident professional who can build strong relationships with colleagues, learners, managers, external agencies and stakeholders, ensuring best practice is consistently applied across the organisation.
Key Responsibilities
Safeguarding, Prevent and Inclusion
- Act as the Designated Safeguarding Lead (DSL), Prevent Lead and E-Safety Lead for designated areas of the business, fulfilling relevant statutory responsibilities.
- Manage and triage safeguarding concerns, providing expert guidance and support to colleagues and stakeholders.
- Conduct safeguarding and Prevent risk assessments and support the implementation of appropriate action plans.
- Coach and support colleagues to identify, report and record safeguarding concerns effectively.
- Oversee filtering and monitoring arrangements to ensure compliance with online safety requirements.
- Promote and embed the organisation's Safe and Sound framework and People Standard.
- Manage and oversee the MyConcern safeguarding and incident reporting system.
- Design, develop and deliver safeguarding, Prevent, inclusion and wellbeing training programmes.
- Facilitate workshops and CPD activities that increase awareness and understanding of key safeguarding and inclusion themes.

Health and Safety
- Support managers in identifying and mitigating risks through effective risk assessment and safe working practices.
- Provide guidance on Display Screen Equipment (DSE) assessments and workplace adjustments where required.
- Support the implementation of emergency procedures across designated business locations.
- Promote a positive health and safety culture through coaching, training and incident management guidance.
- Contribute to the continuous improvement of health and safety practices across the organisation.
Strategy, Compliance and Continuous Improvement
- Support the implementation of organisational safeguarding, inclusion and health and safety strategies.
- Analyse safeguarding, learner voice and health and safety data to identify trends and inform improvement plans.
- Produce insight reports that support decision-making, training and quality improvement activities.
- Participate in self-assessment activity, policy development and organisational planning.
- Ensure compliance with GDPR, data protection requirements and information security policies.
- Maintain professional knowledge through ongoing CPD and sector best practice.
About You
We are looking for a safeguarding professional who combines strong technical expertise with excellent communication, coaching and relationship-building skills.
Essential Qualifications
- GCSE Grade C/Level 4 or above (or equivalent) in English and Maths.
- Relevant safeguarding qualification, such as Level 3 Designated Safeguarding Lead (DSL) training.
- Health and Safety qualification or training, such as IOSH, or willingness to work towards one.
Essential Experience and Knowledge
- Proven experience as a Designated Safeguarding Lead (DSL) within a post-16 education, training or apprenticeship environment.
- Strong experience managing safeguarding concerns and providing expert safeguarding advice.
- Experience conducting safeguarding, Prevent and health and safety risk assessments.
- Demonstrable experience of multi-agency working with local authorities, support services and external partners.
- Strong knowledge of:
- Keeping Children Safe in Education (KCSIE)
- Prevent Duty requirements
- Online safety and e-safety
- Health and Safety at Work legislation
- Experience designing and delivering mandatory training and CPD activities.
- Ability to analyse data and identify trends that inform strategic improvements.
- Strong coaching, influencing and stakeholder management skills.
