Safety, Health and Compliance Officer
We currently have an excellent opportunity for a Safety, Health and Compliance Officer to join Southampton City Council.
Environment Services delivers a wide range of frontline operational services across Southampton, including Parks, Street Cleansing, Waste collection, Fleet, Landscape, Play and Pest Control. This role plays an important part in helping the service meet its outcomes while maintaining compliance with health and safety legislation, Council policy and operational procedures. Working as part of the Environment service, you will support managers, supervisors, trade union representatives and operational teams to embed safe working practices, maintain accurate compliance records and drive continuous improvement across service operations.
In This Role You Will Be Responsible For
- Supporting operational services to comply with the Health and Safety at Work etc. Act 1974, associated legislation, Council policies and relevant operational procedures.
- Monitoring and reviewing risk assessments, safe working procedures, control measures and PPE standards, ensuring assessments are completed, recorded and reviewed at appropriate intervals.
- Carrying out health and safety inspections, audits and joint safety reviews across City Services operations, preparing clear reports and agreeing corrective action with managers and safety representatives.
- Managing and reviewing accidents, near misses and safety incidents, ensuring investigations are completed, lessons learned are recorded and RIDDOR or other notifiable incidents are escalated appropriately.
- Supporting the planning, delivery and recording of health surveillance, mandatory training and compliance activity, including areas such as manual handling, HAV, COSHH, fire safety and staff induction.

To be successful in the role you will have experience of delivering health and safety advice, training and compliance support in a professional or operational environment. You will be confident interpreting legislation and guidance, working collaboratively with managers, trade unions and operational teams, and using digital health and safety management systems to monitor performance, investigations and actions. You will need strong communication skills, sound judgement, attention to detail and the ability to manage a varied workload across a busy frontline service. IOSH Managing Safely, a certificate in Hand Arm Vibration Regulations, a driving licence and manual handling trainer qualification, or equivalent experience/training, will be important for the role.
This is a Grade 8 post, with working arrangements reflecting the operational needs of the service. The role will involve working with frontline teams, managers and partner services across operational services, including attendance at inspections, audits, training sessions, JCG meetings and service workshops as required.

- Salary: The salary band for this role is £37,280 - £40,778 per annum. The starting salary is £37,280 with annual progression through the salary bands.

For Further Information On Our Benefits Package
You will be based at City Depot, First Avenue, Southampton SO15 0LJ, which has excellent transport links to all of the surrounding area of Hampshire and beyond. The role will involve travel around the city to support inspections, audits, training, meetings and engagement with operational teams. There is access to appropriate Council facilities to support the duties of the post.
