Role: Business Analyst – Sanctions Control Environment
Location: London or Glasgow
Contract duration: 6 months PAYE only
Role Overview
We are seeking an experienced Business Analyst for a major Sanctions Control Environment project within a broader Integrated Financial Crime Change Programme at a large financial institution.
The role assesses the current sanctions control environment, using regulatory expectations and market practice to identify gaps, define requirements and support prioritised remediation.
This role works across businesses and functions, partnering with Financial Crime Compliance, First Line control owners, Operations, Technology, Data and Change.
The successful candidate will combine strong business analysis discipline with substantive sanctions transformation experience, producing clear, traceable outputs that support implementation and sustainable closure.
Key Responsibilities
- Support the Sanctions Control Environment project from current-state assessment and requirements definition through testing, implementation readiness and closure.
- Assess the current sanctions control environment against FCA Systems & Controls expectations and relevant market practice.
- Document current-state processes, controls, ownership, hand-offs, systems and data dependencies.
- Perform gap and root-cause analysis, distinguishing control design issues from execution or evidence weaknesses.
- Elicit, document and validate business, control, data and technology requirements.
- Maintain traceability from regulatory expectation and identified gap through requirement, solution, testing and closure evidence.
- Produce process maps, control maps, requirements, decision logs and other clear analytical artefacts.
- Support solution design, testing, implementation readiness and stakeholder acceptance.
- Identify risks, issues, dependencies and decisions, escalating material concerns promptly.
Candidate Profile
An experienced Business Analyst combining sanctions change knowledge with rigorous analysis and documentation.
Essential Experience
- Substantial business analysis experience within sanctions, financial crime transformation, remediation or control enhancement.
- Experience of current-state assessment, requirements definition, process and control mapping and gap analysis.
- Ability to translate regulatory and control expectations into clear, testable requirements.
- Experience maintaining traceability across analysis, delivery, testing and implementation.
- Effective engagement across business, compliance, operations, technology, data and change stakeholders.
- Strong written communication, facilitation, problem-solving and attention to detail.

Highly Desirable
- Experience In One Or More Of The Following
- Documenting, assessing or delivering changes to sanctions controls.
- Financial crime systems and controls reviews or regulatory remediation.
- Control design and operating effectiveness assessment.
- Testing support, implementation readiness and closure evidence.

- Elicit and define requirements: draw out stakeholder needs and convert them into precise, testable requirements and acceptance criteria.

- Challenge constructively: test assumptions, identify gaps and distinguish root causes from symptoms.
- Operate across boundaries: work effectively across businesses, functions and lines of defence.
- Communicate clearly: produce concise, decision-ready analysis for specialists, delivery leads and senior stakeholders.

- A well-evidenced current-state assessment and defined control gaps.
- Complete, prioritised and testable requirements with clear ownership.
- End-to-end traceability across findings, remediation, testing and closure.
- High-quality artefacts that enable timely decisions and implementation readiness.
The role suits someone equally comfortable facilitating detailed control discussions and presenting concise findings to senior stakeholders.
This is a hands-on analysis role. The successful candidate will create clarity, maintain rigorous traceability and help convert a complex control examination into implementable change.
