Job Title: SC Cleared Programme Lead

Location: Belfast/Customer site

Duration: Six months initial, with potential for extension

Rate: Up to £950 per day via an approved umbrella company

Must hold active SC clearance or previously held

An exciting opportunity has arisen for an experienced Programme Lead to join a major public sector transformation programme within Land & Property Services (LPS).

The programme is a significant multi-year transformation initiative designed to modernise land registration services, improve operational efficiency, enhance customer experience, and deliver a digital first operating model. Comprising multiple interdependent workstreams and delivery partners, this programme requires exceptional leadership, governance, and delivery expertise to ensure successful outcomes.

This role will suit a proven programme leader with extensive experience delivering large-scale business and technology transformations within complex stakeholder environments, particularly across the public sector.

Key Responsibilities

Programme Leadership

  • Lead the overall transformation programme.
  • Develop and maintain the integrated programme delivery strategy.
  • Establish programme vision, objectives, and success criteria.
  • Ensure delivery aligns with contractual and business requirements.
  • Drive a culture of accountability, collaboration, and continuous improvement.

Governance & Assurance

  • Establish and operate Programme Board governance.
  • Chair delivery governance forums as required.
  • Ensure compliance with programme assurance and governance requirements.
  • Provide independent assessment of programme health, risks, and readiness.
  • Manage escalations and executive decision-making processes.

Planning, Controls & Delivery

  • Develop and maintain the Integrated Master Schedule.
  • Manage critical path activities and dependencies.
  • Ensure effective resource planning and forecasting.
  • Monitor delivery progress against baseline plans.
  • Drive corrective action where required.

Financial & Commercial Management

  • Maintain financial oversight of programme delivery.
  • Monitor budgets, forecasts, actual costs, and contingencies.
  • Assess financial impacts of scope changes.
  • Support commercial governance and contractual reporting.

Risk & Issue Management

  • Own programme RAID management.
  • Ensure proactive management of programme risks and dependencies.
  • Escalate strategic issues appropriately.
  • Drive mitigation and resolution activities.

Stakeholder & Supplier Engagement

Build Effective Relationships With

  • LPS Executive Team
  • Department of Finance stakeholders
  • Programme Board members
  • Delivery Partners
  • External Suppliers

You will manage stakeholder expectations, facilitate collaboration across organisations, and ensure successful programme delivery through effective engagement and communication.

Essential Experience

  • Minimum 10 years' programme leadership experience.
  • Delivery of complex transformation programmes exceeding £20m.
  • Public Sector delivery experience.
  • Multi-supplier delivery management.
  • Experience leading programmes across both business and technology domains.
  • Strong governance and assurance expertise.
  • Experience managing senior executive stakeholders.
  • Budget and commercial management experience.
  • Proven delivery of large-scale business transformation programmes.

Desirable Experience

  • Land Registry or Property Services experience.
  • Northern Ireland Public Sector experience.
  • Government transformation programmes.
  • Data migration and digital modernisation programmes.
  • Cloud and SaaS implementation programmes.

Qualifications

Ideally, candidates will hold:

  • MSP Practitioner
  • PRINCE2 Practitioner
  • Agile Practitioner (preferred)
  • P3M3 Awareness (preferred)
  • Management of Risk (MoR) (desirable)
